Meeting begins at 6:12 pm
Attendance:
o Selah Gardiner (she/her) – Interim Inclusion Office, non-voting membe
o Gino Cyrus (he/him)- Inclusion Office Marketing & Outreach Analyst, non-voting

Order of business began at 6:30 pm
o Selah Gardiner states that the Inclusion Office opened Oct 19, 2019
o The HRC was created through a six (6) meeting process within the Legislative Review
Commission (LRC)
o Intention as an HRC is an advisory board built to bridge the gap between community
and government and foster two-way communication.

o Selah Gardiner states that the HRC will make recommendations to the Mayor &
Commission and develop a Work Plan identifying top priorities
o Selah Gardiner mentions the connection of this body’s work to the Unlawful
Discrimination Ordinance (NDO), those protected classes, and creating educational
pathways to accessing and understanding the NDO
Parliamentary Procedures forthcoming:
o Blue Level IDE Training
o Board , Authority, Commission Training conducted by the Attorney’s Office
o Nominating and Voting in a Chair/Co-Chair
o Establishing a quorum
o Writing by-laws
Popular vote for future meetings: 4th Wednesday of every month, from 6 pm - 7 pm
Tentative location for future meetings is at ACC Planning Auditorium

Myung Cogan stated that she may not be able to make the Nov and Dec meeting (due to
them being close to holidays).
Cameron Harrelson asked if there is an option for our meetings to be online.
Selah Gardiner stated that the executive emergency order (COVID-19) allows meetings to
take place online, otherwise once it is lifted the rule is strictly in-person is required.
We may reschedule or cancel the November and December meetings due to it being near
the holidays.
June 22nd is the confirmed date for our next meeting. Location is ACC Planning Auditorium

Selah Gardiner dispersed copies of “Robert’s Rules of Order in Brief” and said that HRC will
operate on a book borrow basis, which means all books given to the HRC must be returned.
Selah Gardiner briefly mentions the Inclusion Office Instagram HRC member introductory
initiative to introduce each HRC member via social media to the community.
Selah Gardiner asks everyone if they have any questions:
o Alejandra Villegas Lopez asked about what platform we’ll be allowed to communicate
on.
o Niki Jones stated that all forms of communication between HRC members, on all
platforms, are subject to open records act.
o Tameka Curry asked if HRC members would receive ACCGov emails.
o Selah stated not at this time because it is quite costly costly, however according to our
IT Department, we will be rolling out Microsoft 365 soon and this will allow for BACs to
have email addresses.
o Attorney’s Office will be conducting upcoming BACs trainings.
o Tameka Curry asked if we have a set 10 meeting schedule.
o Selah Gardiner ended the meeting stating that all HRC members are entitled a $25
stipend for each meeting they attend. It was mentioned that they must fill out the
ACCGov vendor form, which they received via email and no stipends can be paid until
they submit these forms.
Meeting adjourns at 7:10pm.

A. Introduction of members. Please share your name, areas of expertise and lived
experiences that connect you to the work of this advisory board, and the impact you
hope to bring to the Human Relations Commission.
B. Define specifics for next HRC meeting. Work together to define the date, time, and
location that is most accommodating for members, preferably a recurring date (for
example, every 4th Wednesday of the month).
Next meeting is currently set at the ACC Planning Auditorium for June 22, 2022 to
begin the BACs procedural work of the Human Relations Commission.
C. Overview of next HRC meeting. Interim Inclusion Officer, Selah Gardiner, will briefly
outline the expectations for the next meeting and request feedback from members.
D. Identify upcoming events for HRC participation and introduction.
Participation in select community events will be encouraged for all members of the
Human Relations Commission, and we will work on a high-priority community
events calendar for this advisory board.
