Due to the COVID-19 pandemic, the September 8 Mayor and Commission meeting was remote. Present: Mayor Girtz; Commissioners Davenport, Parker, Link, Wright, Denson, Edwards, Herod, Thornton, and Hamby. No one was absent. The purpose of the meeting was to consider an appeal of a Historic Preservation Commission decision regarding Certificate of Appropriateness 2020-05-1393 165 Lakeview Street. Attorney Michael Petty gave an overview of the appeal process. Proponent input 1. Tom Ellis, petitioner Opponent input There was no opponent input. Rebuttal There was no rebuttal. A motion was made by Commissioner Link, seconded by Commissioner Herod, to find that the Historic Preservation Commission did not abuse its discretion in reaching its decision regarding the application for a Certificate of Appropriateness for the property located at 165 Lakeview Street but modifies the determination made by the Historic Preservation Commission by approving the demolition and granting the Certificate of Appropriateness for the reconstruction as approved in the 2017 Certificate of Appropriateness, subject to the following conditions to meet Historic Preservation Commission’s concerns as noted in the Certificate of Appropriateness Application Denial: A. An exposed brick exterior shall be installed on the chimney (3A.5); B. Railing shall be installed at the brick front steps of the front porch (3D); C. At the southern side (right) elevation, the narrow and short double-hung window shall be replaced with a square transom-style window (3B.1); and D. On the rear elevation, the single window shall be replaced with a paired window at the center (3B.1). The motion passed by unanimous vote. The meeting adjourned at 4:53 p.m. ________________________________ Clerk of Commission Unified Government of Athens-Clarke County, Georgia Mayor and Commission Special Called Session Tuesday, September 8, 2020 5:35 p.m. City Hall/WebEx The Mayor and Commission of the Unified Government of Athens-Clarke County, Georgia met this date in a special called session. Present: Mayor Girtz; Commissioners Davenport, Parker, Link, Wright, Denson, Edwards, Herod, Thornton, and Hamby. No one was absent. The purpose of the meeting was to amend the Phase 1 CARES Act. A motion was made by Commissioner Denson, seconded by Commissioner Thornton, to amend the Phase 1 CARES Act commission defined option that was approved on August 11, 2020, as follows: 1. Under “HEALTH Allocations” replace “Innovative Health Care Institute and Above and Beyond” with “EADC” for the East Athens Development Corporation. An updated spreadsheet reflecting this change is attached as Exhibit A. 2. The allocated funds shall remain the same and shall be distributed by the East Athens Development Corporation to provide COVID-related health care assistance as described in the original commission defined option.
