GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Thursday, January 21, 2021 Committee Members Present: Committee Members Absent: Commissioner Mike Hamby, Committee Chair Commissioner Patrick Davenport Commissioner Tim Denson Commissioner Russell Edwards Commissioner Melissa Link Staff: Josh Edwards, Assistant Manager Sherrie Hines, Interim Chief Assistant Attorney Kristall Barber, Animal Services Director Committee Chair Hamby called the meeting to order at 5:31 p.m. A. Approval of Minutes: Commissioner Edwards made the motion to approve the Minutes of the December 17, 2020 meeting. Commissioner Denson seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Review of “Chapter 4-1.-Animal Control” of the Ordinance (Mayor Girtz assigned to GOC on November 4, 2020) Kristall Barber reviewed proposed ordinance revisions regarding free-roaming cats in the community. These revisions include changing to a voluntary registration program and revisions to sections of the ordinance on definitions, authorization for TNR and care of community cats, duties of caretakers, prohibitions and limitations. Commissioner Edwards asked staff to simplify the wording in Sec 4-1-29 - Limitations. Commissioner Denson requested that Sec 4-1-30 – Voluntary registration program be revised to revoke the ability to be a caretaker if in violation of the ordinance instead of just denying or revoking a registration. Commissioner Hamby said the GOC should receive public input on proposed ordinance changes once review has been completed by the Committee. Commissioner Edwards asked what the intent of the ordinance is. Kristall said that it will help our citizens be actively engaged in caring for free-roaming cats and TNRing should reduce the population. The GOC members discussed the next meeting date and meeting time. The Committee agreed to meet on Wednesday, February 24, 2021 at 5:00 p.m. Commissioner Hamby said that the Committee will then resume its normal meeting schedule but will meet at 5:00 p.m. The meeting adjourned at 5:42 p.m.
