GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Wednesday, February 24, 2021 Committee Members Present: Committee Members Absent: Commissioner Mike Hamby, Committee Chair Commissioner Patrick Davenport Commissioner Tim Denson Commissioner Russell Edwards Commissioner Melissa Link Staff: Josh Edwards, Assistant Manager Sherrie Hines, Interim Chief Assistant Attorney Cleveland Spruill, Police Chief Blaine Williams, Manager Guests: Mokah Johnson, Task-Force Co-Chair Shane Sims, Task-Force Co-Chair Cameron McEllhiney, National Association for Civilian Oversight of Law Enforcement (NACOLE) Liana Perez, NACOLE Committee Chair Hamby called the meeting to order at 5:01 p.m. A. Approval of Minutes: Commissioner Link made the motion to approve the Minutes of the January 21, 2021 meeting. Commissioner Denson seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Review recommendations of Community Police Advisory Board Development Task Force (Mayor Girtz assigned to GOC on January 6, 2021) Commissioner Hamby reviewed the Mayor’s Charge for the Police Advisory Board Development Task Force. Mokah Johnson and Shane Sims presented a presentation on the history and recommendations of the Task Force. The Task Force recommends that a Civilian Oversight Board be created as a hybrid model which consists of an Auditor-Monitor and Review Board structure. After a period of discussion, Commissioner Hamby said that the GOC’s next steps will be to look at some model cities and develop a matrix that includes communities like Athens-Clarke County and what they are currently utilizing in terms of models and working with the Task Force to make sure we have all of the examples they looked at as well. Commissioner Hamby requested that the matrix include any budgetary expenses those examples incur. Commissioner Denson would like to have access to the experts from NACOLE. Commissioner Davenport would like to get opinions from other experts. The meeting adjourned at 6:13 p.m.
