GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Thursday, March 18, 2021 Committee Members Present: Committee Members Absent: Commissioner Mike Hamby, Committee Chair Commissioner Patrick Davenport Commissioner Tim Denson Commissioner Russell Edwards Commissioner Melissa Link Staff: Josh Edwards, Assistant Manager Sherrie Hines, Chief Assistant Attorney Cleveland Spruill, Police Chief Austin Bryson, Intern, Attorney’s Office Guests: Cameron McEllhiney, National Association for Civilian Oversight of Law Enforcement (NACOLE) Committee Chair Hamby called the meeting to order at 5:05 p.m. A. Approval of Minutes: Commissioner Edwards made the motion to approve the Minutes of the February 24, 2021 meeting. Commissioner Davenport seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Review recommendations of Community Police Advisory Board Development Task Force (Mayor Girtz assigned to GOC on January 6, 2021) Josh Edwards and Cameron McEllhiney presented a presentation on the first three questions of the Mayor’s Charge. 1) What are the community benefits that we seek through creation of an advisory board? 2) How can an advisory board provide “front end” guidance to ensure positive police/community relations through policy/process/budget review and input? 3) How can an advisory board provide effective response to specific challenging or controversial episodes (e.g., police involved shootings, violent interactions, etc.)? The presentation also included a review of the following common models of oversight: Review- Focused Model; Investigation-Focused Model; Monitoring/Auditing-Focused Model; and Hybrid Models. Commissioner Hamby asked the Committee members to take some time during the next month to look at the examples that Josh and Cameron provided. The Committee will continue the discussion about the models at the next GOC meeting. Commissioner Hamby asked Sherrie Hines to provide the Committee with a memo weighing in on some of the legal concerns that may need to be addressed for some of the models that have been presented. Commissioner Denson requested that Josh try to get as much information as he can on Louisville and Madison. The meeting adjourned at 6:07 p.m.
