GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Thursday, September 2, 2021 Committee Members Present: Committee Members Absent: Commissioner Mike Hamby, Committee Chair Commissioner Patrick Davenport Commissioner Tim Denson Commissioner Russell Edwards Commissioner Melissa Link Staff: Josh Edwards, Assistant Manager Cleveland Spruill, Police Chief Judd Drake, Attorney Austin Jackson, Assistant Attorney Committee Chair Hamby called the meeting to order at 5:00 p.m. A. Approval of Minutes: Commissioner Davenport made the motion to approve the Minutes of the August 12, 2021 meeting. Commissioner Link seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Review recommendations of Community Police Advisory Board Development Task Force (Mayor Girtz assigned to GOC on January 6, 2021) Attorney Judd Drake reviewed the draft ordinance. Commissioner Link requested that the ordinance include in the Powers & Duties section that the Board’s first duty is to come up with the initial parameters, duties and qualifications of the Auditor/Monitor for approval by the Mayor and Commission. Commissioner Link also requested that there be some qualifications for Board membership. The Committee discussed appointing members of this Board using the same process that they appoint members to all other Boards, Commissions and Authorities instead of setting qualifications. Commissioner Denson requested that Ex-Officio members be appointed to the Citizens Oversight Board to include the ACC Attorney or his designee, the head of the ACCPD Office of Professional Standards, the Director of the ACC Department of Corrections or his designee, and the Sheriff or his designee. Commissioner Hamby requested that Attorney Drake make the requested revisions for a final review at the September 23rd GOC meeting. The Committee will also look at Commissioner Denson’s proposed changes at that meeting. Commissioner Hamby said that the Committee will also begin discussion of the Parklet Program at the September 23rd GOC meeting. The meeting adjourned at 5:58 p.m.
