GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Monday, March 21, 2022 Committee Members Present: Committee Members Absent: Commissioner Mariah Parker, Committee Chair Commissioner Mike Hamby Commissioner Tim Denson Commissioner Melissa Link Commissioner Patrick Davenport Staff: Josh Edwards, Assistant Manager Sherrie Hines, Chief Assistant Attorney Austin Jackson, Assistant Attorney Kristall Barber, Animal Services Director Committee Chair Parker called the meeting to order at 5:34 p.m. A. Approval of Minutes: Commissioner Link made the motion to approve the Minutes of the February 21, 2022 meeting. Commissioner Davenport seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Review of “Chapter 4-1.-Animal Control” of the Ordinance (Mayor Girtz assigned to GOC on November 4, 2020) Kristall Barber reviewed Sections 4-1-2 through 4-1-14 of the draft Animal Services Ordinance. The Committee requested staff to include information regarding the process for destroying starlings or similar birds that constitute a nuisance or a menace to health or property. C. Schedule The next Government Operations Committee meeting is scheduled for April 18, 2022. Several Committee members will not be able to attend on April 18. Commissioner Parker will communicate with the Committee via email as to whether the April meeting will be rescheduled or cancelled. Commissioner Link made a motion to adjourn. Commissioner Davenport seconded the motion and it passed by unanimous vote. The meeting adjourned at 6:30 p.m.

Items On Hold Awaiting Additional Information:  Consideration of Extension of the Parklet Program (Mayor Girtz assigned to GOC on April 6, 2021)  Property Tax Freeze for the combination of income and senior or disability status (Mayor Girtz assigned to GOC on January 8, 2019) Note: The GOC Meeting is open to the public. However, public comments are not received unless the Committee Chairperson requests that an individual provides information to the Committee.
