Alphonso Daniel, Fire Marshal Angel Helmly, Operations Analyst Cynthia Lambright, Recorder Committee Chair Parker called the meeting to order at 5:32 p.m. A. Approval of Minutes: Commissioner Davenport made the motion to approve the Minutes of the March 21, 2022 meeting. Commissioner Link seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Consideration of Extension of the Parklet Program (Mayor Girtz assigned to GOC on April 6, 2021) Assistant Attorney Austin Jackson reviewed a memo that outlines a number of concerns related to parklets. The main areas of concern are ADA compliance, bike lanes, equitable selection process and service of alcohol in parklets. These concerns will be addressed in the proposed ordinance. Interim Central Services Director Gavin Hassemer reviewed the results of the Parklet Survey. Gavin will work with the Chief Data Officer to cross reference responses with types of respondents. Gavin reviewed revisions in the draft Parklet Ordinance. The Committee members discussed the parklet fees and agreed that the amounts staff proposed in the Ordinance are reasonable. The Committee discussed ADA access and requested that staff reach out to disability advocacy groups to see if they have any concerns with the proposed requirements. The Committee discussed the proposed requirements for barriers and requested staff to compile information on barriers to present to the Committee at the next meeting. The Committee also discussed the requirements for parklets located near bike lanes. The Committee will continue review of the draft Parklet Ordinance at the next Government Operations Committee meeting. Review of “Chapter 4-1.-Animal Control” of the Ordinance (Mayor Girtz assigned to GOC on November 4, 2020) Kristall Barber reviewed Sections 4-1-15 through 4-1-22 of the draft Animal Services Ordinance and answered questions from the Committee members. Kristall told the Committee that staff has not had a chance to discuss the bird sanctuary issue but will provide that information at a future GOC meeting. C. Schedule Commissioner Parker will communicate with the Committee via email regarding the scheduling of the next Government Operations Committee meeting. Commissioner Link made a motion to adjourn.
