GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Thursday, June 16, 2022 Committee Members Present: Committee Members Absent: Commissioner Mariah Parker, Committee Chair Commissioner Tim Denson Commissioner Mike Hamby Commissioner Melissa Link Commissioner Patrick Davenport – via Webex Staff: Josh Edwards, Assistant Manager Daniel Sizemore, Bicycle, Pedestrian & Safety Coord Sherrie Hines, Chief Assistant Attorney Captain Aubrey Epps, Police Department Austin Jackson, Assistant Attorney Lt. Philip Bassinger, Police Department Kristall Barber, Animal Services Director Alphonso Daniel, Fire Marshal Gavin Hassemer, Interim Central Services Dir. Cynthia Lambright, Recorder Angel Helmly, Operations Analyst Committee Chair Parker called the meeting to order at 4:02 p.m. A. Approval of Minutes: Commissioner Denson made the motion to approve the Minutes of the April 25, 2022 meeting. Commissioner Link seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Review of “Chapter 4-1.-Animal Control” of the Ordinance (Mayor Girtz assigned to GOC on November 4, 2020) Kristall Barber reviewed Sections 4-1-23 through 4-1-31 of the draft Animal Services Ordinance and answered questions from the Committee members. Commissioner Denson requested that a definition be added to define humane traps. Review of the Ordinance will continue at the next GOC meeting. Consideration of Extension of the Parklet Program (Mayor Girtz assigned to GOC on April 6, 2021) The Committee discussed barriers, bike lanes, ADA requirements, risk and liability insurance, and signage regarding alcoholic beverages. The Committee requested staff to create a design guide to be included as part of the application. Commissioner Denson made the motion to approve the ordinance with requested revisions and forward to the full Mayor and Commission for adoption. Commissioner Hamby seconded the motion and it passed by unanimous vote. Commissioner Link made a motion to adjourn. Commissioner Denson seconded the motion and it passed by unanimous vote. The meeting adjourned at 5:15 p.m.
