The Mayor and Commission of the Unified Government of Athens-Clarke County met this date in
a special called session. Present: Mayor Girtz; Commissioners Davenport, Parker, Denson, Edwards,
Myers, Thornton, and Hamby. Absent: Commissioners Link, Wright, and Houle.
The purpose of the meeting was to consider SPLOST 2020 Project 03, Classic Center Arena –
Proposed construction contract change order #1.
New business – Consider under suspension of Rules
A motion was made by Commissioner Myers, seconded by Commissioner Davenport, to suspend
Rules of Commission for consideration of one item of new business. The motion passed by unanimous
vote.
A motion was made by Commissioner Parker to
a) Approve a Not to Exceed Change Order #1 to the Construction Contract of JE Dunn (which includes rock,
delay, buyout of 100% GMP, and miscellaneous improvements requested by The Classic Center Authority) in
the amount of $8,950,000 and a Not to Exceed 150 day time extension on the contract completion date as
per agenda report dated June 30, 2022 minus $700,000 for seating and canopy;
b) Direct the Manager and Attorney to draft the necessary documents and ordinance to establish a Special
Tax District on three parcels of property previously conveyed to The Classic Center (CCA) as a future
source of revenue for the project. These parcels include the Classic Center autobridge, the parcel at the
corner of E. Broad and Foundry St., and the acre parcel at the intersection of Hickory and Willow Streets;
and
c) Authorize the Mayor and appropriate staff to execute all related documents.
The motion died for lack of a second.
A motion was made by Commissioner Edwards, seconded by Commissioner Hamby, to

source of revenue for the project. These parcels include the Classic Center autobridge, the parcel at the
corner of E. Broad and Foundry St., and the acre parcel at the intersection of Hickory and Willow Streets;
and
c) Authorize the Mayor and appropriate staff to execute all related documents.
The substitute motion failed by roll call vote with Commissioners Parker and Denson voting YES; and
Commissioners Davenport, Edwards, Myers, Thornton, and Hamby voting NO. (2 YES; 5 NO)
The original motion passed by roll call vote with Commissioners Davenport, Denson, Edwards, Myers,
Thornton and Hamby voting YES; and Commissioner Parker voting NO. (6 YES; 1 NO)
A motion was made by Commissioner Edwards, seconded by Commissioner Hamby, to adjourn. The
motion passed by unanimous vote.
The meeting adjourned at 7:03 p.m.
