GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Monday, August 15, 2022 Committee Members Present: Committee Members Absent: Commissioner Mariah Parker, Committee Chair Commissioner Tim Denson Commissioner Mike Hamby Commissioner Melissa Link Commissioner Patrick Davenport Staff: Josh Edwards, Assistant Manager Sherrie Hines, Chief Assistant Attorney Austin Jackson, Assistant Attorney Kristall Barber, Animal Services Director Committee Chair Parker called the meeting to order at 5:32 p.m. A. Approval of Minutes: Commissioner Link made the motion to approve the Minutes of the June 16, 2022 meeting. Commissioner Davenport seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Review of “Chapter 4-1.-Animal Control” of the Ordinance (Mayor Girtz assigned to GOC on November 4, 2020) Kristall Barber reviewed Sections 4-1-32 through 4-1-37 of the draft Animal Services Ordinance and answered questions from the Committee members. The Committee requested that Section 4-1-33 Dog and Cat Licenses be removed from the ordinance to be considered separately. Staff will create a survey to provide to veterinarians and stakeholders on this issue and will email to GOC members for comment before sending it out. The Committee requested that the ordinance be revised to include language that asphalt will not be the sole surface in an enclosure. Commissioner Denson made the motion to send this as a recommendation for approval to the full Mayor and Commission with the changes to the asphalt component and with pulling out the licensing section. Commissioner Link seconded the motion and it passed by unanimous vote. Consider limitations on the number of short term rentals any individual can manage in residential zones, and the requirement to be a homestead holder to own short term rentals (Mayor Girtz assigned to GOC on July 19, 2022) Committee members will review information that was sent to them by Attorney Sherrie Hines and will discuss at the next GOC meeting. Staff will prepare a presentation for the next meeting about some of the details of the Atlanta Ordinance and a presentation on third party vendors who will be able to pull records on short term rentals Commissioner Hamby made a motion to adjourn.
