GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Monday, September 19, 2022 Committee Members Present: Committee Members Absent: Commissioner Tim Denson, Committee Chair Commissioner Mike Hamby Commissioner Melissa Link Commissioner Patrick Davenport Staff: Josh Edwards, Assistant Manager Sherrie Hines, Chief Assistant Attorney Austin Jackson, Assistant Attorney Travis Cooper, Chief Information Officer Cynthia Lambright, Recorder Committee Chair Denson called the meeting to order at 5:32 p.m. A. Approval of Minutes: Commissioner Davenport noted that “via Webex” was erroneously listed beside his name on the August 15, 2022 minutes. Commissioner Davenport made the motion to approve the Minutes of the August 15, 2022 meeting with the revision. Commissioner Link seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Consider limitations on the number of short term rentals any individual can manage in residential zones, and the requirement to be a homestead holder to own short term rentals (Mayor Girtz assigned to GOC on July 19, 2022) Sherrie Hines discussed State Law regarding registration of residential rental property and reviewed some of the details of the Atlanta Ordinance, and the Glynn County Ordinance. Commissioner Denson shared that Green County, Georgia created short-term rental overlay districts. Sherrie said that Savannah has a unique system that only allows a certain number of short term rentals in each district. Sherrie will follow-up with Glynn County regarding their administrative process. Travis Cooper reviewed the Host Compliance platform for short term rentals. Josh Edwards said that later on in the discussion, can have staff discuss operational impacts. Brad Griffin will also attend the next GOC meeting. Discussion was held on the Committee members’ goals and the problems they are trying to solve with this charge. Commissioner Davenport is concerned with constant traffic, noise, parties and trash. Commissioner Denson has two goals: 1) regulating these in a way to deter nuisances in neighborhoods, residential areas and the community, and 2) limit the number of short term rentals to a healthy number for our communities, neighborhoods, housing stock and housing affordability. Commissioner Link said in addition to the general nuisances, she is concerned with the impact on our housing market. Commissioner Denson asked staff to add a note to the Government Operations Committee agendas for public comment to be sent to his email address and he will share any comments with the Committee. Commissioner Link made a motion to adjourn. Commissioner Davenport seconded the motion and it passed by unanimous vote.
