GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Monday, March 20, 2023 Committee Members Present: Committee Members Absent: Commissioner Patrick Davenport, Committee Chair Commissioner Dexter Fisher Commissioner Mike Hamby Commissioner Tiffany Taylor Staff: Josh Edwards, Assistant Manager Kent Kilpatrick, Leisure Services Director Sherrie Hines, Chief Assistant Attorney Remy Epps, Inclusion Officer Austin Jackson, Assistant Attorney Gavin Hassemer, Interim Central Services Director Harrison Daniel, Deputy Chief Cynthia Lambright, Recorder Jeff Hale, Human Resources Director Committee Chair Davenport called the meeting to order at 1:05 p.m. A. Approval of Minutes: Commissioner Hamby made the motion to approve the Minutes of the February 20, 2023 meeting. Commissioner Fisher seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Creation of Public Safety Monitor function within the Office of Operational Analysis or other appropriate ACC units (Mayor Girtz assigned to GOC on February 7, 2023) Commissioner Davenport expressed concerns about the resolution received from the Public Safety Civilian Oversight Board (PSCOB). 1) The resolution asks for Board members to sit in on interviews for the Auditor position, no other Board or Commission participates in the hiring process of Charter Officers; 2) Commission slowing down work of PSCOB, Commissioner Davenport explained the process and the work that has been done regarding the Office of Operational Analysis and the hiring process for the Auditor position; 3) Reseating of GOC Chair, that is up to the Mayor but the process states a recommendation will be made by the GOC to the full Mayor and Commission regardless of who the Chair is. Commissioner Davenport stated he is at the point of recommending reseating the entire Board of PSCOB. Commissioner Fisher stated that the Auditor should be hired first to get their input on the monitor position. Commissioner Fisher would not recommend disbanding PSCOB but would recommend adding more members to the Board for more diversity and community representation. Deputy Chief Harrison Daniel reviewed a presentation regarding the complaints received by the Athens-Clarke County Police Department and the investigation and discipline process. Human Resources Director Jeff Hale reviewed a presentation providing information on the Operational Analysis Office structure and options for the Monitor function. Commissioner Taylor made a motion to hold the discussion of the Public Safety Monitor function until the Auditor has been hired for the Operational Analysis Office. Commissioner Fisher seconded the motion and it passed by unanimous vote. Evaluate opportunities for Inclusive Athens-Clarke County Facilities (Mayor Girtz assigned to GOC on May 4, 2021) The Committee members would like to examine all facilities for ADA compliance including parks, buildings and parking lots and look at having at least one unisex bathroom in each building. Staff will also provide a definition of accessibility in terms of ADA at the next GOC meeting. Commissioner Hamby made a motion to adjourn.
