GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Monday, May 15, 2023 Committee Members Present: Committee Members Absent: Commissioner Patrick Davenport, Committee Chair Commissioner Mike Hamby Commissioner Dexter Fisher Commissioner Melissa Link Commissioner Tiffany Taylor Staff: Josh Edwards, Assistant Manager Todd Miller, Park Planning Coordinator Sherrie Hines, Chief Assistant Attorney Andrew Saunders, Central Services Director Austin Jackson, Assistant Attorney Gavin Hassemer, Assistant Central Services Director Remy Epps, Inclusion Officer Alphonso Daniel, Fire Marshal Micah Nix, Inclusion Fellow Doug Hansford, Building Inspection Dept. Director Emilie Castillo, Park Planner II Cynthia Lambright, Recorder Committee Chair Davenport called the meeting to order at 1:06 p.m. A. Commission Identified Items of Interest: Evaluate opportunities for Inclusive Athens-Clarke County Facilities (Mayor Girtz assigned to GOC on May 4, 2021) Micah Nix, Todd Miller and Emilie Castillo gave a presentation on Accessible Design. This presentation included information on ADA Standards, Best Practices, Universal Design, Accessible Design, and Gender Neutral Restrooms. The Committee discussed starting with a pilot project for City Hall and changing signs for single-use bathrooms. Update Community Benefits Agreement portion of Leasing Policy (Mayor Girtz assigned to GOC on February 7, 2023) Andrew Saunders gave a brief history on the Leasing Policy and reviewed a presentation entitled ACCGov Lease Policy Overview, Concepts, and Recommendations. Sherrie Hines discussed Community Benefits Agreements. After a period of discussion, the Committee requested that staff prepare information for the next GOC meeting on Option 2 – Eliminate Tenant-Based Reductions, and Option 3 – Flat Rates By Tiers. The Committee also requested that Sherrie Hines provide information at the next GOC meeting regarding Fort Myers’ Community Benefits Agreement. B. Approval of Minutes: Commissioner Fisher made the motion to approve the Minutes of the April 17, 2023 meeting. Commissioner Taylor seconded the motion and it passed by unanimous vote. C. Discuss Meeting Logistics: After a period of discussion, the Committee requested that Cynthia Lambright send out a doodle poll to determine a meeting date in June and another poll to determine the best meeting day and time for everyone. Commissioner Davenport made the motion that the Government Operations Committee would not meet in July. Commissioner Link seconded the motion and it passed by unanimous vote. Commissioner Davenport told staff to add the Public Safety Citizens Oversight Board item to the June GOC agenda. Commissioner Fisher made a motion to adjourn. Discuss Meeting Logistics Notes: Items Assigned - Future Consideration:  Recommend updates to BAC procedures as recommended by Manager’s Office, Public Information Office and the Clerk of Commission (Mayor Girtz assigned to GOC on July 19, 2022)  Creation of Public Safety Monitor function within the Office of Operational Analysis or other appropriate ACC units (Mayor Girtz assigned to GOC on February 7, 2023)  Review Parklet Program to make sure it aligns with our Special Events needs (Mayor Girtz assigned to GOC on March 21, 2023)  Enhance renter protections and resources (Mayor Girtz assigned to GOC on April 18, 2023)  Review and enhance ACC employee engagement/survey/support opportunities for our entire workforce (Mayor Girtz assigned to GOC on April 18, 2023) Note: The GOC Meeting is open to the public.
