Present: Mayor Girtz; Commissioners Link, Wright, Fisher, Houle, Culpepper, Myers, Thornton, and Hamby. Absent: Commissioners Davenport and Taylor. The purpose of the meeting was to enter into executive session for an attorney/client conference to discuss threatened or pending litigation. A motion was made by Commissioner Link, seconded by Commissioner Myers, to enter into executive session for an attorney/client conference. The motion passed by unanimous vote. Present: Mayor Girtz; Commissioners Davenport, Link, Taylor. Wright, Fisher, Houle, Culpepper, Myers, Thornton, and Hamby. No one was absent. A motion was made by Commissioner Thornton, seconded by Commissioner Houle, to approve Minutes of meetings of Tuesday, June 6 and Tuesday, July 18, 2023; and non-voting meetings of Tuesday, July 18 and Tuesday, July 25, 2023. The motion passed by unanimous vote. Community recognitions Mayor Girtz presented the following Spotlight Awards – Ordinary People Doing Extraordinary Things. Rashe Malcolm, Farm to Neighborhood - - awarded $965,613 through Governor Kemp’s Emergency Education Relief Fund to create the East Athens Wellness Experience. The primary goals center around the addition of a commercial kitchen along with a community garden, greenspace, and other improvements in the neighborhood of Nellie B and Vine St. Sharon Barnett & Sheila Hill "Twin Angels" have deep roots in Athens and are gaining statewide attention for their extraordinary acts of charity. Recently, the Twins organized a heartwarming luncheon to honor the unsung heroes of Athens-Clarke County, our dedicated teachers. They have also taken a proactive role in combating gang violence and have exposed the local youth to a broad array of experiences by arranging trips outside of Georgia. The Twins' impact on the community extends to their renowned Annual Back to School Bash event, which has grown to include Cedar Shoals High in 2023. This event has garnered immense support, with over 2000 community leaders, churches, and elected officials coming together to support the youth. Heather Benham and the Athens Land Trust (ALT) were visited by the U.S. Secretary of Energy, Jennifer Granholm. The ALT was recently selected as partners to provide increased weatherization and pre weatherization work for low-moderate homeowners in Athens, expanding the great community work they have done for years through their conservation, housing, and youth development programs. Recently, ALT was recommended for $5 million appropriation by Senator Warnock for the Youth Development Campus. Hattie Whitehead helped bring attention to the dark history of Athens through her work honoring the Linnentown neighborhood's removal. This black community vanished during Urban Renewal in the early 60s. In her book "Giving Voice to Linnentown," Hattie fearlessly shared her childhood memories and experiences. Her story has been shared in various settings, including churches, schools, community organizations, and the University of Georgia, central to the Linnentown narrative. Recently, the "New York Times" featured the Linnentown story (June 2023), bringing national attention to Athens. Thanks to the Linnentown Project's efforts, the Athens Clarke County approved the Linnentown Resolution, acknowledging the injustice. Hattie now leads the Justice & Memory Project, which recommended funds that the Commission allocated to support an affordable housing program and a Center for Black Futures. Tonight, the Commission will consider renaming a segment of Finley St. to Linnentown Lane, honoring the legacy of the community where she was raised. Linda Lloyd retired in June 2023 as Director of the of the Economic Justice Coalition (EJC). During her 19-year tenure, she led successful voter registration efforts in Athens and surrounding counties, registering 23,015 voters in collaboration with local, state, and national organizations. Additionally, Linda developed a nonpartisan education curriculum to help new voters understand the impact of voting on their daily lives. Continuing the legacy of her mentor, Dr. Ray MacNair, Linda's efforts resulted in numerous businesses and institutions, including the Athens Clarke County Government, adopting livable wages. Under her leadership, the EJC established three business cooperatives that also pay livable wages. Leisure Services Director Kent Kilpatrick appeared before the Commission and thanked the Mayor and Commission for their support of the Firefly Trail and the new Firefly Trail Bridge that opened in April. The project pays homage to the original railroad trestle and is now enjoyed by hundreds of bikers, walkers and joggers every day. Kent and SPLOST Project Administrator Derek Doster presented a framed copy of the bridge plans to Mayor Girtz, along with a copy of the plans for each commissioner. Written communications There were none. Consent agenda. Items under this section were discussed at prior public meetings and were presented for consideration as a single item. ADOPT: The following ordinance (23-08-48) which was presented by title only for grant acceptance- Improving Neighborhood Outcomes in disproportionally Impacted Communities Program from the Georgia Governor’s Office of Planning and Budget for the purpose of  renovations to Heard Park and Community Center and Satterfield Park as per agenda report dated July 5, 2023; and authorize Mayor and appropriate staff to execute all related documents. AN ORDINANCE TO AMEND THE FY2024 OPERATING AND CAPITAL BUDGET FOR ATHENS-CLARKE COUNTY, GEORGIA SO AS TO PROVIDE GRANT FUNDING AS AWARDED, FROM THE GEORGIA GOVERNOR’S OFFICE OF PLANNING AND BUDGET – IMPROVING NEIGHBORHOOD OUTCOMES IN DISPROPORTIONALLY IMPACTED COMMUNITIES PROGRAM FOR EXPENSES RELATED TO HEARD PARK IMPROVEMENTS AND SATTERFIELD PARK TENNIS/PICKLEBALL AND FOOTBALL FIELD IMPROVEMENTS; AND FOR OTHER PURPOSES. The Commission of Athens-Clarke County, Georgia hereby ordains as follows: SECTION 1. The Commission of Athens-Clarke County, Georgia desires to amend the Grants Special Revenue Fund to provide grant funding awarded from the Georgia Governor’s Office of Planning and Budget – Improving Neighborhood Outcomes in Disproportionally Impacted Communities Program for expenses related to Heard Park Improvements and Satterfield Park Tennis/Pickleball and Football Field Improvements. Said Operating budget is hereby amended as follows: Grants Special Revenue Fund: REVENUES: Increase: Georgia Governor’s Office of Planning and Budget – Improving Neighborhood Outcomes in Disproportionally Impacted Communities Program $1,987,553.70 EXPENDITURES: Increase: Leisure Services Capital Expenses $1,987,553.70 SECTION 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed. 2. ADOPT: The following ordinance (23-08-49) which was presented by title only as recommended by the Legislative Review Committee report dated May 22, 2023. AN ORDINANCE TO AMEND THE CODE OF ATHENS-CLARKE COUNTY, GEORGIA WITH RESPECT TO SMOKING; AND FOR OTHER PURPOSES. The Commission of Athens-Clarke County, Georgia hereby ordains as follows: SECTION 1. Section 4-3-1 entitled “Definitions” of the Code of Athens-Clarke County, Georgia, is hereby amended by adding thereto the following definition: “Sec. 4-3-1. Definitions. Electronic Smoking Device means any product containing or delivering nicotine or any other substance intended for human consumption that can be used by a person in any manner for the purpose of inhaling vapor or aerosol from the product. This definition includes any such device, whether manufactured, distributed, marketed, or sold as an e-cigarette, e-cigar, e-pipe, e-hookah, dab rig or vape pen, or under any other product name or descriptor.” SECTION 2. Section 4-3-1 entitled “Definitions” of the Code of Athens-Clarke County, Georgia, entitled “Smoking” is hereby deleted in its entirety and the following new definition is inserted in lieu thereof so that said definition now reads as follows: “Sec. 4-3-1. Definitions. Smoking means inhaling, exhaling, burning, or carrying any lighted tobacco product including cigarettes, cigars, and pipe tobacco. This definition includes the use of an electronic smoking device that creates an aerosol or vapor, in any manner or in any form, or the use of any oral smoking device for the purpose of circumventing the prohibition of smoking in this Article.” SECTION 3. Should any provision, paragraph, sentence, or word of this Ordinance be rendered or declared invalid by any final court of competent jurisdiction or by reason of any preemptive legislation, the remaining provisions, paragraphs, sentences, or words of this Ordinance as hereby issued shall remain in full force and effect. All ordinances or parts of ordinances in conflict herewith are hereby repealed.  SECTION 4. This Ordinance shall become effectively immediately upon its approval by the Mayor or its adoption into law without such approval. SECTION 5. The Clerk of Commission, in consultation with the County Attorney, shall have the power to correct scrivener’s errors. 3. ADOPT: a) The following ordinances (#23-08-50, 51, 52, and 53) which were presented by title which edit the Sidewalk Café Ordinance, so the space may be permitted for use by adjacent businesses as per Attachment #2 of agenda report dated May 18, 2023; b) Adopt: The following ordinance (#23-08-54) which edits to the Open Container Ordinance, to permit the distribution of alcohol in this area as described in the Sidewalk Café Ordinance Attachment #3; c) Approve: The indefinite closure of Newton Street from Prince Avenue to Meigs Street, as shown on Attachment #1; and d) Authorize: the Mayor and appropriate staff to execute all necessary documents. AN ORDINANCE TO AMEND THE CODE OF ATHENS-CLARKE COUNTY, GEORGIA WITH RESPECT TO SIDEWALK CAFES; AND FOR OTHER PURPOSES. The Commission of Athens-Clarke County, Georgia hereby ordains as follows: SECTION 1. Section 6-10-2 entitled “Definitions” of the Code of Athens-Clarke County, subsection (d) there of entitled “Common area sidewalk café” is hereby amended by adding the new phrase “or on the section of Newton Street between Prince Avenue and Meigs Street” to the current sentence, so that said subsection now reads as follows: (d) Common area sidewalk café. The term “common area sidewalk café” shall mean the location and use of tables, umbrellas and chairs only in the paved brick areas of College Square, or on the section of Newton Street between Prince Avenue and Meigs Street, which are not abutting the fronts of businesses. SECTION 2. Should any provision, paragraph, sentence, or word of this Ordinance be rendered or declared invalid by any final court of competent jurisdiction or by reason of any preemptive legislation, the remaining provisions, paragraphs, sentences, or words of this Ordinance as hereby issued shall remain in full force and effect. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 3. This Ordinance shall become effective immediately upon its approval by the Mayor or its adoption into law without such approval. SECTION 4. AN ORDINANCE TO AMEND THE CODE OF ATHENS-CLARKE COUNTY, GEORGIA WITH RESPECT TO SIDEWALK CAFES; AND FOR OTHER PURPOSES. The Commission of Athens-Clarke County, Georgia hereby ordains as follows: SECTION 1. Section 6-10-6 entitled “Permit fee” of the Code of Athens-Clarke County, is hereby amended by deleing said section in its entirety and replacing it with the following language so that said section now reads as follows: “The annual permit fee to operate a sidewalk café shall be applied as listed in the Schedule of Fees and Charges as periodically revised in the budgeting process and advertised in section 2-6-2 of Athens Clarke County Ordinances. Fees are applied per square foot for the approved/permitted area.” SECTION 2. Should any provision, paragraph, sentence, or word of this Ordinance be rendered or declared invalid by any final court of competent jurisdiction or by reason of any preemptive legislation, the remaining provisions, paragraphs, sentences, or words of this Ordinance as hereby issued shall remain in full force and effect. All ordinances or parts of ordinances in conflict herewith are hereby repealed.  SECTION 3. This Ordinance shall become effective immediately upon its approval by the Mayor or its adoption into law without such approval. SECTION 4. The Clerk of Commission, in consultation with the County Attorney, shall have the power to correct scrivener’s errors. AN ORDINANCE TO AMEND THE CODE OF ATHENS-CLARKE COUNTY, GEORGIA WITH RESPECT TO SIDEWALK CAFES; AND FOR OTHER PURPOSES. The Commission of Athens-Clarke County, Georgia hereby ordains as follows: SECTION 1. Section 6-10-7 entitled “Regulations general” of the Code of Athens-Clarke County, is hereby amended by deleing subsection (7) thereof in its entirety and replacing it with the following language so that said subsection now reads as follows: (7) “Alcoholic beverages are prohibited in the common area sidewalk café areas on College Square. Alcoholic beverages are permitted in the common area sidewalk café areas on Newton Street provided however that all alcoholic beverages shall be purchased from an establishment that is adjacent to the common area sidewalk café and shall be transported by the purchaser through the establishment’s designated exit/entry point with direct access to the common area sidewalk café.” SECTION 2. Should any provision, paragraph, sentence, or word of this Ordinance be rendered or declared invalid by any final court of competent jurisdiction or by reason of any preemptive legislation, the remaining provisions, paragraphs, sentences, or words of this Ordinance as hereby issued shall remain in full force and effect. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 3. This Ordinance shall become effective immediately upon its approval by the Mayor or its adoption into law without such approval. SECTION 4. The Clerk of Commission, in consultation with the County Attorney, shall have the power to correct scrivener’s errors. AN ORDINANCE TO AMEND THE CODE OF ATHENS-CLARKE COUNTY, GEORGIA WITH RESPECT TO SIDEWALK CAFES; AND FOR OTHER PURPOSES. The Commission of Athens-Clarke County, Georgia hereby ordains as follows: SECTION 1. Section 6-10-8 entitled “Exceptions” of the Code of Athens-Clarke County, subsection (a) thereof is hereby amended by adding the new phrase “and Newton Street” to the current paragraph so, so that said paragraph now reads as follows: (a) “Common area sidewalk cafes on College Square and Newton Street are exempt from paragraph (2) of section 6-10-7, which requires the installation of cafe dividers. Such dividers are prohibited within common area sidewalk cafes. In addition to all other provisions applicable to sidewalk cafes as provided for in section 6-10-7 herein, the following additional provisions shall apply to common area sidewalk cafes:” SECTION 2. Section 6-10-8 entitled “Exceptions” of the Code of Athens-Clarke County, subsection (a)(1) thereof is hereby amended by adding the new phrase “or on the portion of Newton Street located between Prince Avenue and Meigs Street that is closed to vehicular traffic” to the current sentence, so that said sentence now reads as follows: (1) “Common area sidewalk cafes may be provided within the paved brick areas at the four corners of College Square located on either side of College Avenue at its intersections with East Clayton Street and with East Broad Street, or on the portion of Newton Street located between Prince Avenue and Meigs Street that is closed to vehicular traffic.” SECTION 3. Section 6-10-8 entitled “Exceptions” of the Code of Athens-Clarke County, subsection (a)(2) thereof is hereby amended by adding the new phrase “or within the designated portions of Newton Street. Common area sidewalk cafes are not required to be along the outside front wall of the establishment that holds the permit for them” to the current paragraph, so that said paragraph now reads as follows: (2) “Common area sidewalk cafes may be designated in the six paved brick areas between the large concrete planters on either side of College Square parallel to the public concrete sidewalk, or within the designated portions of Newton Street. Common area sidewalk cafes are not required to be along the outside front wall of the establishment that holds the permit for them.”  SECTION 4. Section 6-10-8 entitled “Exceptions” of the Code of Athens-Clarke County, subsection (a)(5) thereof is hereby amended by deleting said subsection in its entirety and inserting the new paragraph in lieu thereof, so that said paragraph now reads as follows: (5) “Any eligible establishment with a physical presence along Newton Street between Prince Avenue and Meigs Street shall be granted the right of first refusal to operate a common area sidewalk cafe adjacent to their business. Upon any such refusal, the immediately adjacent eligible businesses shall have the next right of refusal on a first come first served basis.” SECTION 5. Should any provision, paragraph, sentence, or word of this Ordinance be rendered or declared invalid by any final court of competent jurisdiction or by reason of any preemptive legislation, the remaining provisions, paragraphs, sentences, or words of this Ordinance as hereby issued shall remain in full force and effect. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 6. This Ordinance shall become effective immediately upon its approval by the Mayor or its adoption into law without such approval. SECTION 7. The Clerk of Commission, in consultation with the County Attorney, shall have the power to correct scrivener’s errors. AN ORDINANCE TO AMEND THE CODE OF ATHENS-CLARKE COUNTY, GEORIGA WITH RESPECT TO OPEN CONTAINERS; AND FOR OTHER PURPOSES. The Commission of Athens-Clarke County, Georgia hereby ordains as follows: SECTION 1. Section 6-3-12 entitled “Open Containers of the Code of Athens-Clarke County is hereby amended by inserting a new subsection (k) entitled “Application to common area sidewalk cafes” which shall read as follows: “(k) Application to common area sidewalk cafes. The prohibition in subsection (c) above shall apply to the common area sidewalk café located on College Avenue, provided however that he prohibition in subsection (c) above shall not apply to the common area sidewalk café located on Newton Street.” SECTION 2. Should any provision, paragraph, sentence, or word of this Ordinance be rendered or declared invalid by any final court of competent jurisdiction or by reason of any preemptive legislation, the remaining provisions, paragraphs, sentences, or words of this Ordinance as hereby issued shall remain in full force and effect. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 3. This Ordinance shall become effective immediately upon its approval by the Mayor or its adoption into law without such approval. SECTION 4. The Clerk of Commission, in consultation with the County Attorney, shall have the power to correct scrivener’s errors. 4. APPROVE: a) GIS-Based permitting and development software contract amendment Attachment #1 of agenda report dated June 30, 2023 to allow for additional training and custom configuration of the Clariti software by Avocette Technologies Inc.; b) Authorize Manager and appropriate staff to negotiate the contract in an amount not to exceed $85,000; and, c) Authorize the Mayor and appropriate staff to execute all related documents. 5. APPROVE: a) The selection of FASTER Asset Solutions as supplier of choice for fleet management software as per agenda report dated July 7, 2023; b) Approve an agreement for up to five years, with cumulative price of at least $295,750 (Attachment #1); c) Authorize staff to implement a change order/contract amendment of up to $40,000 to support one-time data migration, if needed; d) Authorize staff to implement change orders/contract amendments in a maximum total amount of $17,065 to add functionality to the system after initial implementation, if needed; and, e) Authorize the Mayor and appropriate staff to execute all related documents. 6. APPROVE: a) The designation of Georgia Development Partners, LLC as the low responsive and responsible bidder for the Seagraves Drive Culvert Replacement Project as per agenda report dated June 28, 2023. b) Award a total negotiated unit price construction services contract in the amount of $588,554.27 to Georgia Development Partners, LLC as the low responsive and responsible bidder for the Seagraves Drive Culvert Replacement Project (including an extra Work Contingency Allowance in the amount of $ 40,000); and c) Authorize the Mayor and appropriate staff to execute all other project related documents. 7. APPROVE: The preliminary construction plans for the Sanford Stadium Sanitary Sewer Interceptor Improvements Phase 1 project as per agenda report dated June 28, 2023; and authorize staff to complete the final construction plans, acquire easements and associated permits, and solicit bids for construction. 8. APPROVE: Staff to apply for the U.S. Department of Energy Efficiency Conservation Block Grant (EECBG) as per agenda report dated June 27, 2023 ; and if awarded, authorize staff to accept and execute relevant documents. 9. APPROVE: Legislative Review Committee recommendation to “Pass Out with No Action” the review of the sign ordinance to consider digital signage and billboards as per report dated June 12, 2023. 10. APPROVE: a) Preliminary construction plans for SPLOST 2011, Project 26 - Road and Bridge Improvement/General Intersections - Hawthorne Avenue at Oglethorpe Avenue, Sub-Project #3 as per Attachment #1 of agenda report dated June 28, 2023, b) Authorize staff to acquire the necessary right-of-way and easements, prepare final construction plans, and subsequently enter into the bid phase for this project; and c) Authorize the Mayor and appropriate staff to execute any necessary utility relocation agreements and all other project related documents. 11. APPROVE; a) The proposed project concept for Sub-Project #4 – Airport Perimeter Fencing Phase 1 for TSPLOST 2018 Project 01 Airport Capital Improvements, as described in Facts and Issues #3 of agenda report revised July 18, 2023; b) Award a construction contract to ACCGov’s on-call contractor, Structural Resources, Inc., in the amount of $646,068, as shown in Attachment #1; c) Declare that Sub-Project #4 – Airport Perimeter Fencing Phase 1 is not appropriate for public art elements to be included as part of this TSPLOST 2018 Sub-Project; and d) Authorize the Mayor and appropriate staff to execute all related documents. 12. APPROVE: a) The project concept for Sub-Project #3 (FY24 Annual Work Program of Facilities Equipment/Systems Replacement projects, including primary and alternative initiatives, for SPLOST 2020 Project 27 as per agenda report revised July 18, 2023; b) Authorize staff to advance the project concept for Sub-Project #3 directly to the bid and award phase; and, c) Authorize the Mayor and appropriate staff to execute all related documents. Old and new business – Discussion Public input 1. Fred Smith – supported Boys and Girls Club contract. A motion was made by Commissioner Davenport, seconded by Commissioner Link, to approve Government Operations Committee recommendation that the Mayor and Commission approve the recommendation that the Office of Operational Analysis will be responsible for the Public Safety Monitor function, and as Internal Auditor Gavin Hassemer determines staffing needs, he can make recommendations to the Mayor and Commission regarding these needs; and adopt the following ordinance (#23-08-55) which was presented by title only. The motion passed by roll call vote with Commissioners Davenport, Link, Taylor, Fisher, Houle, Culpepper, Myers, Thornton, and Hamby voting YES and Commissioner Wright voting NO. (9 YES; 1 NO) AN ORDINANCE TO AMEND THE CODE OF ATHENS-CLARKE COUNTY, GEORGIA, WITH RESPECT TO THE INTERNAL AUDITOR; AND FOR OTHER PURPOSES. The Commission of Athens-Clarke County, Georgia, hereby ordains as follows: SECTION 1. Section 1-3-1 of the Code of Athens-Clarke County, Georgia, entitled “Internal auditor; office of operational analysis,” subsection (a), is hereby amended by adding the words “and for serving as the Public Safety Civilian Oversight Auditor/Monitor as more fully described in Chapter 3-18 of this Code” to the end of the existing subsection so that it now reads as follows: “Sec. 1-3-1. - Internal auditor; office of operational analysis. (a) Office of operational analysis established; general responsibilities. There is hereby established an office of operational analysis under the direction of the internal auditor. The position of internal auditor, operating by and through the office of operational analysis, shall be responsible for conducting a continuing internal audit of the fiscal affairs and programmatic operations of every department, office and agency of the Athens-Clarke County Government as affects the efficiency and effectiveness of departments and agencies and for serving as the Public Safety Civilian Oversight Auditor/Monitor as more fully described in Chapter 3-18 of this Code.” SECTION 2. Section 1-3-1 of the Code of Athens-Clarke County, Georgia, entitled “Internal auditor; office of operational analysis,” subsection (b), paragraph (7), is hereby deleted in its entirety and the following new paragraph is inserted in lieu thereof so that it now reads as follows: “Sec. 1-3-1. - Internal auditor; office of operational analysis. (b) Specific duties and responsibilities. The duties and responsibilities of the internal auditor shall be as follows: (7) Serves as a liaison between the Athens-Clarke County Public Safety Civilian Oversight Board and the Mayor and Commission of Athens-Clarke County, as well as assisting the Public Safety Civilian Oversight Board in fulfilling its duties as described in Chapter 3-18.” SECTION 3. Section 1-3-1 of the Code of Athens-Clarke County, Georgia, entitled “Internal auditor; office of operational analysis,” subsection (b), is hereby amended by adding a new paragraph (8) so that it now reads as follows: “Sec. 1-3-1. - Internal auditor; office of operational analysis. (b) Specific duties and responsibilities. The duties and responsibilities of the internal auditor shall be as follows: (8) Performs such other related duties as may be required.” SECTION 4. Should any provision, paragraph, sentence, or word of this Ordinance be rendered or declared invalid by any final court of competent jurisdiction or by reason of any preemptive legislation, the remaining provisions, paragraphs, sentences, or words of this Ordinance as hereby issued shall remain in full force and effect. A motion was made by Commissioner Houle, seconded by Commissioner Thornton, to: a) Amend the July 18, 2023 vote to reduce the amount of funding ACCGov will provide to Boys & Girls Clubs of Athens from $287,000 to $25,000; b) Approve the terms of the sub recipient agreement for $2.875M of ARPA funding between Boys & Girls Clubs of Athens and ACCGov, such that the agency provide youth development and violence prevention programming in Athens-Clarke County at its clubs and in collaboration with subcontracted agencies (Attachment #1); and c) Amend attachment #1 to include additional assessment of the program and its participants with regard to violence prevention as follows:  Assessment of participants’ sense of safety at home, school, and in the community.  Assessment of participants’ exposure to incidents of violence at home, at school, and in the community  Assessment of participants’ involvement in incidents of violence at home, at school, and in the community  The above can be achieved through an addition to the pre-post assessments of at least 10 survey questions regarding the above and/or periodic interviews or focus groups that are conducted with participants before, throughout, and after program participation.  If the Boys and Girls Club sees fit to hire a third party evaluator to conduct such assessments with regard to participants’ experiences with violence, and if additional funding is required to achieve this end, then the Boys and Girls Club is encouraged to return to the Mayor and Commission to request funds specifically for that purpose. d) Authorize the Mayor and staff to execute related documents. Attorney Drake requested approval to revise the proposed contract in substantially the same form as included in the agenda report incorporating the above changes. AN ORDINANCE TO AMEND THE CODE OF ATHENS-CLARKE COUNTY, GEORGIA WITH RESPECT TO CHANGING THE NAME OF THE SECTION OF SOUTH FINLEY STREET THAT RUNS FROM BAXTER STREET TO CLOVERHURST AVENUE TO LINNENTOWN LANE; AND FOR OTHER PURPOSES. The Commission of Athens-Clarke County, Georgia hereby ordains as follows: SECTION 1. The name of the section of South Finely Street that runs from Baxter Street to Cloverhurst Avenue in Athens-Clarke County, Georgia is hereby changed to Linnentown Lane. SECTION 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed. A motion was made by Commissioner Hamby, seconded by Commissioner Link, to adopt the following ordinance (#22-08-61) which was presented by title only. The motion passed by unanimous vote. AN ORDINANCE TO AMEND THE FY2024 ANNUAL OPERATING AND CAPITAL BUDGET FOR ATHENS-CLARKE COUNTY, GEORGIA SO AS TO PROVIDE ADDITIONAL GRANT FUNDING FROM THE 2022 PUBLIC SAFETY AND COMMUNITY VIOLENCE REDUCTION GRANT (PSCVRG) PROGRAM FOR HIRING AND RECRUITMENT INCENTIVES; AND FOR OTHER PURPOSES. The Commission of Athens-Clarke County, Georgia hereby ordains as follows: SECTION 1. The Commission of Athens-Clarke County, Georgia desires to amend the Grants Special Revenue Fund to provide additional grant funding from the 2022 Public Safety and Community Violence Reduction Grant (PSCVRG) Program for hiring and recruitment incentives. Said Operating and Capital budget is hereby amended as follows: Grants Special Revenue Fund: REVENUES: Increase: State PSCVRG Grant $150,000 Expenditures: Increase: Police Department – Operating Expenses $150,000 SECTION 2.
