Consent agenda. Recommended by Mayor, Mayor Pro tem, Manager, Assistant Managers, Attorney, Auditor, and Clerk for placement on the consent agenda for Tuesday, November 4, 2025. 1. Adopt: Calendar Year 2026 Pavement Maintenance Program - Roadway List & Project Resolution The proposed action will approve the Calendar Year 2026 Pavement Management Program Roadway List, identify treatment based on current pavement condition index, and authorize staff to advertise and solicit sealed bids from prospective bidders/contractors. 2. Approve: Addition of Two Free Holiday Parking Days for Parking Decks & On Street Parking Add Indigenous Peoples’ Day and Juneteenth to the list of holidays when there is no charge to use public parking in the downtown area. 3. Approve: SPLOST 2020 Project 11, Subproject #15 – 2025 Solar Initiatives – Project Concepts; Fire Station #9 This agenda report requests approval of the Project Concept and Contract Award, for Subproject #15 under SPLOST 2020 Project 11 – Renewable Energy. This subproject includes a double-axis tracking solar panel installation at Fire Station #9 (SP#15). This project is designed to reduce energy use and utility costs at Fire Station #9 while advancing community sustainability goals.  4. Approve: Waiver of Water and Wastewater Fees 195 Bray St Affordable Housing Project This agenda item seeks approval to waive 30% of the water and wastewater connection fees in the amount of $37,549, for the affordable housing project at 195 Bray Street. 5. Approve: Herring Street - Parking Prohibition To request that Mayor and Commission approve the prohibition of on-street parking on the south side of Herring Street, from its intersection with Peter Street to its intersection with Derby Street, for 1100 feet. 6. Approve: Reese Street - Parking Prohibition To request that Mayor and Commission approve the prohibition of on-street parking on the north side of Reese Street, from its intersection with North Pope Street to its intersection with North Church Street for 436 feet. 7. Approve: Live Stream Pipe Replacement Program - Lavender Road and Roberts Road Culverts Replacement Project Contract Award The proposed action will authorize the award of a unit construction contract for Lavender Road & Roberts Road Culverts Replacement Project, to Georgia Development Partners, LLC funded by 2024 Georgia Department of Transportation Local Maintenance Improvement Grant – Local Road Assistance Program. 8. Resolution to Discontinue Issuance of Mobile Home Decals Adoption of the attached resolution will authorize the Clarke County Tax Commissioner to no longer issue mobile home decals, relieving the Tax Commissioner’s Office of annual expense and labor related to issuance of these decals. 9. Intergovernmental Agreement between the Tax Commissioner, ACCGov, and the City of Winterville for Collection of Municipal Ad Valorem Taxes Requests that the Mayor and Commission approve the Intergovernmental Agreement between the Tax Commissioner, the Unified Government of Athens-Clarke County (ACCGov), and the City of Winterville for Collection of Municipal Ad Valorem Taxes (Attachment #1) and authorize the Mayor and other relevant officials to execute the necessary and related documentation. C. Receive staff reports and public input, item by item, on recommendations from the Athens- Clarke County Planning Commission. Following each staff report, public input will be received; however, this is not the required public hearing, which is tentatively scheduled for Tuesday, November 4, 2025. Request of David Matheny / Armentrout, Matheny, Thurmond P.C., Owner: Alpha XI Delta Georgia LLC., for a special use permit on 0.96 acres known as 480 S. Milledge Avenue. Proposed use is Sorority House. Type II District 4 Planning Commission recommendation: Approval w/ conditions 11. Request of Athens-Clarke County Unified Government to amend section 9-15-16 of the Code of Ordinances regarding home occupations in accessory structures and cottage food industry allowance. Request of Athens-Clarke County Unified Government to amend Chapter IX of the Code of Ordinances regarding the definition and permitted locations of Veterinary Clinics and Kennels. Old business 13. TSPLOST 2023 Project 26, W. Broad and Hancock Neighborhood Pedestrian Improvements Program (Tuesday, September 2, 2025) 14. Hawthorne Avenue and Oglethorpe Avenue Intersection Improvement Project - ROW Acquisition and Eminent Domain Resolution (Tuesday, September 2, 2025) 15. GOC Report - Recommend Updates to Boards Authorities and Commissions Procedures (Tuesday, September 2, 2025) F. New business 16. CHARM Contingency Funding Request The CHaRM experienced a backlog of certain materials awaiting processing and shipment, which created budgetary challenges at the end of FY25 and the beginning of FY26. The excess of these materials at the CHaRM presented safety issues reported by the Fire Marshall. To continue shipping materials in FY26, additional processing funds will be needed. This is a request for use of contingency to continue to move materials at the CHaRM. 17. Memorandum of Understanding with Board of Regents for Cooperative Extension  Requests Mayor and Commission consideration of a revised Memorandum of Understanding with the Board of Regents for Cooperative Extension. 18. Development Agreement for the Redevelopment of Public and Private Properties Around 295 E. Dougherty Street Requests Mayor and Commission consideration of a Development Agreement, which establishes terms for a public-private redevelopment project that includes land exchanges, infrastructure upgrades and construction of a 425-space public parking deck at Hoyt Street and North Avenue. The developer will fund major sewer improvements and provide over $15 million in project-related payments, including contributions toward affordable housing and park amenities. 19. North Oconee River Sanitary Sewer Interceptor Project - Phase II Construction Work Order Award construction work order for the North Oconee Sanitary Sewer Interceptor Improvements project - Phase II. This is a proposed sanitary sewer interceptor crossing that will increase capacity in the downtown area by diverting flows from the east side line to the west side line. A qualified interpreter for the hearing impaired is available upon request at least 10 days in advance of this meeting.
