Committee Chair Mayor Kelly Girtz called the meeting to order at 09:07 a.m.
A. Review the compensation and time commitments for the Mayor & Mayor Pro Tempore, as
outlined in the Charter, and with examining comparable Unified Governments in Georgia
with populations over 105,000. The committee will present a recommendation to the full
body. (Mayor Girtz assigned on November 4, 2025)
A motion was made by Commissioner Carol Myers, with amendments, directing the Attorney’s
Office to draft and prepare the most legally defensible method of implementing the
recommendations. These recommendations include: designating the Mayor’s position as a full-
time role in the Charter; adjusting compensation for both the Mayor and Mayor Pro-Tem;
establishing the Mayor’s base compensation at three times that of the Commissioners; providing
the Mayor Pro-Tem with a $5,000 annual supplement; and allowing the Mayor and all
Commissioners the option to voluntarily participate in the Management Pension Program. The
motion also calls for a clear description and clarification of the Mayor Pro-Tem’s role and duties.
This motion was seconded by Commissioner Thornton and passed unanimously.
Former Commissioner Russell Edwards made a motion to adjourn. Commissioner Thornton
seconded the motion. Motion was approved unanimously.
The meeting adjourned at 9:48 a.m.

Note: This meeting is open to the public. However, public comments are not
received unless the Committee Chairperson requests that an individual
provides information to the Committee.
