B. Consent agenda. Recommended by Mayor, Mayor Pro tem, Manager, Interim Assistant Managers, Chief
of Staff, Attorney, Auditor, and Clerk for placement on the consent agenda for Tuesday, March 3, 2026
1. Approve: FY26 Periodic Audit of the Capital Projects Department – 6/2026
The Office of Operational Analysis has completed a periodic audit of the Capital Projects Department,
which includes an overview and analysis of the department, along with relevant findings and
recommendations.
2. Approve: Disposal of Surplus Vehicles and Equipment – 17/2026
Approve the sale of surplus items valued over $5,000 that are no longer needed for governmental use.
Upon approval, these assets will be listed on Govdeals.com for public auction, ensuring a transparent and
competitive disposal process.
3. Approve: Transfer Funds from the Airport's Unrestricted Net Position to the Airport's Operating Fund
to Finance the Capital Improvement Fencing Project Phase II – 11/2026
Transfer Funds from the Airport’s Unrestricted Net Position, (Airport Fund Balance) to the Airport’s
Operating Fund to Finance the Capital Improvement Fencing Project – Phase II
4. Approve: Impaired Waters Monitoring and Reporting March 2026 – February 2028 – 18/2026
The proposed action will approve a professional service supplement contract with on-call Arcadis US
Inc., in the amount of $262,210 to undertake National Pollutant Discharge Elimination System Stormwater
Phase II Permit requirements for Impaired Waters beginning March 2026 and through February 2028.
5. Approve: S.T.O.P. Violence Against Women Grant – Clerk of Superior Court Continuation Application
for 2026 –9/2026
The Clerk of Superior Court is requesting continued funding for S.T.O.P Violence Against Women
(VAWA) grant funds. Funds are for one (1) full-time position in the Clerk’s Office to handle domestic
violence cases, specifically Temporary Protective Orders (TPOs) and criminal protective orders.
6. Approve: Oconee Rivers Greenway Commission Reappointments
C. Receive staff reports and public input, item by item, on recommendations from the Athens-Clarke County
Planning Commission. Following each staff report, public input will be received; however, this is not the
required public hearing which is tentatively scheduled for Tuesday, March 3, 2026. If you wish to
address a zoning related item, at the appropriate time, please go to the podium and state your name and

9. Request of Buck Bacon/ W&A Engineering: Owner: Athens Hotel Partners LLC for Rezoning from C-D

11. Relocation of Mill Houses at 110 Puritan Lane and 1060 Macon Highway for Future Affordable
Housing Use (December 2, 2025)

13. ARPA Funding Recapture and Reallocation Report – 227/2025 REVISED
This agenda report reviews the status of 4 ARPA-funded contracts that are at risk of recapture for not
meeting expenditure thresholds. Staff does not recommend recapture from First American Bank and
Trust’s HOME Down Payment Assistance projects but are recommending recapture of up to $543,127.20
from Athens Land Trust ARPA New For-Sale Affordable Housing Project ($250,000), Quality Care for
Children Support for Childcare Business Owners ($43,212.92), and Athens Area Chamber of Commerce
Athens Achieves ($249,914.28). This report outlines the next steps the Mayor and Commission can take
to reallocate recaptured funds.
14. SPLOST 2020 Project 16, Memorial Park Improvements – Construction Services Contract Award –
12/2026
This agenda report requests that the Mayor and Commission Requests that the Mayor and Commission
designate Surfaces Group, LLC, as the apparent low responsive and responsible bidder,award a
construction services contract to Surfaces Group, LLC, in the amount of $3,865,526, and approve the
recommended public art location and type associated with the project.
15. Intergovernmental Agreement with the Development Authority of the Unified Government of Athens-
Clarke County to provide a “Green Business Allocation” to promote clean energy Economic
Development – 14/2026
A request to accept and authorize an Intergovernmental Agreement (IGA), transferring $500,000 from the
Community Energy Fund to the Development Authority for the Unified Government of Athens-Clarke
County (DAUGACCG) for the purpose of providing incentives for economic development in furtherance of
ACCGOV’s sustainability and clean energy goals.
16. Calendar Year 2026 Pavement Maintenance Project - Contract Award – 13/2026
The proposed action will approve the designation of Pittman Construction Company as the apparent low
responsive and responsible bidder and award a total unit price construction services contract, in the
amount of $8,808,089.54 to Pittman Construction Company for Calendar Year 2026 Pavement
Maintenance Project.
17. Calendar Year 2026 Residential Traffic Management Program – Contract Award– 16/2026
The proposed action will approve the designation of (TBD) contractor as the apparent low responsive and
responsible bidder and award a Total Unit Price Construction Services Contract, in the amount of (TBD)
to (TBD) for Calendar Year 2026 Residential Traffic Management Program Project.
