Since then, the units have been vacant and have become extremely dilapidated. Extensive rehabilitation activities are required to bring both units up to code.  6 units in the neighborhood surrounding this parcel are already owner-occupied, and the parcels are currently zoned as RS-8.  Infrastructure is already in place and could convert from duplex use to single-family use. BENEFITS OF HCD LED ACTIVITIES  All HOME funds would be used for hard and soft construction costs and down payment assistance.  HCD will be able to sell the units at below-market value, and will provide $25,000 down payment assistance per unit.  Any proceeds from the sales will go back to HCD’s middle line as Program Income for future HOME application releases.  Two single-family homebuyer units will be developed and made available to low-to- moderate income households in the FY27 performance period while partner agencies complete ARPA and HOME development projects. Review HOME-ARP proposals and funding recommendations 2 Nationally, The American Rescue Plan (ARP) provided $5 billion of supplemental HOME funds for assistance to homeless and other vulnerable populations, known as “HOME-ARP”. HOME-ARP allocation is separate from ARPA SLFRF a funding. An allocation of $1,000,000 for the FY26 CPP contracts (HCD used this as estimate for FY27 CPP funding), and b. An allocation of $60,000 for Envision Athens, Inc. for “CPP Facilitating” purposes.
