MINUTES EAST DOWNTOWN TAX ALLOCATION DISTRICT (TAD) ADVISORY COMMITTEE REGULAR MEETING Thursday, May 19, 2022 – 2:30 pm The meeting was held remotely, via WebEx. The public could join this meeting by using the following link on their computer, smartphone or tablet: https://www.youtube.com/watch?v=cnz-lZVXQAc Members Present: Charlie Gluodenis, Fred Smith, Smith Wilson Members Absent: Rinne Allen, Rashe Malcolm, Madeline Van Dyck, Regina Walker ACC Staff Present: Caitlin Dye Special Guest Presenter: Robert Cheshire, ACC SPLOST Capital Projects Director A. Call to Order as a Regular Meeting: Caitlin Dye, 2:30 pm B. Approval of Agenda quorum was not met, so the agenda will be approved at next meeting C. Approval of October 21, 2021, minutes quorum was not met, so the minutes will be approved at next meeting D. New Business: Presentation of current and proposed SPLOST and TSPLOST projects within the East Downtown TAD Robert Cheshire, ACC SPLOST Capital Projects Director Robert showed us the map of the TAD and went through the various SPLOST and TSPLOST projects and gave background info on each. Roger shared info on street improvements and bike/pedestrian improvements, as well as traffic safety and lighting improvements. We discussed the proposed location of the new Judicial Center, as well as projects around the Classic Center. The map Robert referenced will be emailed to us after the meeting so that we may study it. Robert encouraged us to reach out to his office as we review future TAD projects, so that we may all work together. Fred Smith stated that his community would like to see more affordable housing in the area and Caitlin agreed that that is one of the top issues for the district. Charlie Gluodenis added that the AHA is building affordable housing in East Athens later this summer, pending lumber prices. Discussion followed as to how the TAD process actually works, step by step. E. Next Steps 1. 6/2/22: Prioritization of TAD Goals Set by Mayor and Commission F.
