MINUTES EAST DOWNTOWN TAX ALLOCATION DISTRICT (TAD) ADVISORY COMMITTEE REGULAR MEETING Thursday, September 8, 2022 – 9:00 am The meeting was held at the Lyndon House Arts Center community room. Call to Order as a Regular Meeting: Caitlin Dye, 9:00 am B. Approval of Agenda There were not enough members present for quorum, so the agenda will proceed as written. C. Approval of June 2022 minutes There were not enough members for quorum, so the minutes will be approved at our next meeting. D. New Business: 1. Overview of Downtown Athens Master Plan Guest: David Lynn, Director of Planning and Outreach, Athens Downtown Development Authority David introduced us to the work that the DDA does, and also gave us some background on the 2013 Downtown Master Plan that was compiled by a team led by Jack Crowley of UGA. The master plan divides downtown into different “character areas” and outlines visions for future growth. Discussion followed, ranging from topics related to pedestrian access, senior housing, affordable housing, parking access, and residential development with the consensus being that downtown will only grow and develop in the future. 2. General Discussion Fred Smith asked about funding for the TAD and Caitlin explained how the funds will be dispersed in the future. Caitlin also shared that the mayor and commission approved our membership terms at their meeting last night.We were also asked if meeting quarterly still works for the group. E.
