MINUTES EAST DOWNTOWN TAX ALLOCATION DISTRICT (TAD) ADVISORY COMMITTEE REGULAR MEETING Thursday, March 30, 2023 – 2:00 p.m. The meeting was held at the A-CC Planning Department. Members Present: Rashe Malcolm, Rinne Allen, Madeline Van Dyck, Charlie Gluodenis, Fred Smith Members Absent: Regina Walker, Smith Wilson ACC Staff Present: Caitlin Dye, Ilka McConnell A. Call to Order as a Regular Meeting: Caitlin Dye, 2:06 p.m. B. Approval of Agenda We approved the agenda; Fred Smith moved to approve and Rashe Malcom seconded. C. Approval of June 2022 minutes We approved the minutes from June 2, 2022 and September 8, 2022. Madeline moved to approve and Charlie seconded. D. New Business: 1. Draft of Community Engagement Plan Caitlin shared the goals of the Community Engagement Plan. The goal is to get community input through two public input sessions that will take place in the coming months. We will then compile feedback and share the input at a third meeting. We also looked at a list of potential stakeholders and added entities within the TAD to give input. We discussed the pros and cons of in person surveys vs. online surveys. Ideally, we will hear from a diverse group. We discussed how we will get the word out about the meetings. Rashe emphasized that there are some people in the community who want to make sure their voice is heard. 2. General Discussion: - Ilka encouraged us to think about our strategy for how we spend or increase our TAD account. - A representative from the EJC spoke to us about the Community Benefits Agreement.
