EAST DOWNTOWN TAX ALLOCATION DISTRICT (TAD)
ADVISORY COMMITTEE

Committee Members in Attendance:
Charlie Gloudenis, Fred Smith, Madeline Van Dyck, Smith Wilson
Committee Members Absent:
Rashe Malcolm, Regina Walker

A. McConnell called the meeting to order as a special called meeting, after some
technical difficulties with meeting video/camera, at 9:15am.
B. Approval of Agenda:
Motion to approve the agenda: Smith Wilson
Second: Fred Smith
The Committee members approved the agenda by unanimous vote.
C. Approval of Minutes for 8/9/2023 special called meeting:
Motion to approve the minutes: Madeline Van Dyck
Second: Charlie Gloudenis
Van Dyck and Gloudenis both voted to approve the minutes. Smith and Wilson
abstained, as they were not in attendance on 8/9/2023.
D. New Business:
1. Share Input From Community Public Meetings and Online Survey Responses:
McConnell led the group through a review and discussion of the community input
and comments received through the 2 public meetings and responses to the online
public survey. The compiled input is included as an appendix to these minutes.
Van Dyck noted that there is already some existing support for needs identified
through the community input, through SPLOST and TSPLOST. Smith noted that
it is very good to have input from the public to know what is on peoples' minds,
and that it is important that the Committee makes sure to keep grounded in the
public input and understands the perspective of the community members who
shared their feedback.
A key question the Committee has is what money is available to spend, and
when? Wilson shared that he would like the Committee to look for ways to spend
the funds and to take action through projects to partner on. The Committee
requested representation from SPLOST, TSPLOST, EADC, Boys & Girls Club,
CCSD, to learn about CDBG-funded organizations/projects, and other TAD
Advisory Committees to consolidate info and hear from partners about what
they're doing, in order to know what else is happening that can be potentially
piggy-backed upon. Gloudenis asked to also see a list of projects located within
the TAD that are currently under development in the plans review process.
For the next meeting, the Committee requested inviting representatives from
youth-related organizations including CCSD, Boys & Girls Club, and others to
share what they're doing within the TAD area, and Smith suggested that they be
asked to share any constraints they face within the TAD.
2. Discuss and Begin to Prioritize Key Needs Within the 4 Mayor & Commission-
Defined TAD Goals: Public Infrastructure, Economic Development
Opportunities, Affordable Housing, CCSD/Youth Development
The Committee did not begin this discussion.
E. Next Steps
1. Information requested for the next meeting:
$ currently available in the TAD
TAD goal order of prioritization for East Downtown Athens TAD that the
Committee determined earlier this year
Copy of GED class info flyer with On-Demand Transit info on flip side
CCSD's new 2023 strategic plan report, if available
Report of plans review projects located within the East Downtown TAD
