MINUTES EAST DOWNTOWN TAX ALLOCATION DISTRICT (TAD) ADVISORY COMMITTEE Monday, January 4, 2023: 9:00am Planning Dept. Auditorium 120 W. Members Present: Rashe Malcolm, Fred Smith, Smith Wilson, Charlie Gluodenis, Madeline Van Dyck Members Absent: Regina Walker, Rinne Allen ACC Staff: Caitlin Dye A. Call to Order as a Regular Called Meeting: Caitlin Dye 1. Meeting began at 9:04am B. Approval of Agenda 1. Motion to approve agenda: Rashe Malcolm Second: Fred Smith Unanimous approval of agenda C. Approval of 6.15.23, 9.21.23, 11.2.23, and 12.4.23 Minutes: 1. Motion to approve minutes: Smith Wilson Second: Madeline Van Dyck Unanimous approval of minutes D. New Business: 1. Update on Classic Center Arena, Paul Cramer, CEO Classic Center i. The Arena should have been completed in November 2023 but due to brownfield issues, which have been taken care of, and construction setback, the deadline has been pushed back to July 1, 2024. ii. The development around the Arena will include a parking deck, hotel, mixed-use condo, food hall, entertainment plaza, multi- family housing, market rate apartments and an AirBnB hotel. iii. The anticipated TAD funding request will be used to payback the bond for the bridge and stairs, water retention vault, traffic improvements and a bridge connection to East Athens. 2. Determine Meeting Dates for 2024 i. Dates will be sent out in an email and approved at next meeting. 3. Approve TAD Bylaws  i. Moved approval to next meeting as Charlie asked for the bylaws to be sent out again. E. Committee Questions and Discussion 1. Smith Wilson would like a hard hat tour of the Classic Center Arena scheduled for committee. F. Next Steps 1. Schedule Meeting to Finish Prioritizing List G.
