MALL AREA REDEVELOPMENT COMMITTEE
KICKOFF MEETING
Friday, August 12, 2022 – 9:00-10:30 AM
Due to the COVID-19 pandemic, the August 12th meeting was held via Webex.

Members Present: Mayor Kelly Girtz, Commissioner Jesse Houle, BOE Member Dr. Mumbi

Members Absent: Commissioner Mike Hamby

A. Call to Order as a Regular Called Meeting: Caitlin Dye
1. Meeting began at 9:12 AM

C. Approval of July 21st Minutes:
1. Motion to approve with corrections: BOE Member Linda Davis
Second: Commissioner Houle
Unanimous vote to approve minutes with corrections
*After further review, Ms. Linda stated that there were no further
corrections to minutes that were sent out on 8/10/22.
D. New Business:
1. Future Land Use Map Overview and Current Zoning of Mall Area
Brad Griffin, ACC Planning Director
Mayor Girtz mentioned that all of the current downtown area of
Athens, from Pulaski St to the Classic Center, would fit inside the
boundaries of the Mall property.
The Commercial-General (C-G) zoning designation does not by
right allow for standalone residential of any type. It doesn’t require
a rezone but does require Mayor and Commission approval. Can
do multi-family development but must be in a vertical mix use
with commercial on ground floor at the minimum. Can go up to
almost 50 beds an acre with inclusionary zoning policy if
developer chooses to utilize this new policy. No manufacturing or
industrial uses are allowed in C-G.
Housing costs normally should not exceed 30% of a person’s
income.
Some residential properties were included into the TAD
boundaries so that future infrastructure improvements can be made
in those areas. This is based off the ruling that TAD dollars can
only be spent in the TAD boundaries.
E. Determine Date for Next Meeting: September 9th from 3:00-4:30 PM at 301B
