MINUTES NEWTON BRIDGE TAX ALLOCATION DISTRICT (TAD) ADVISORY COMMITTEE Monday, April 10, 2023: 3:15-4:15 PM Bobby Snipes Water Resources Center Presentation Room 780 Barber St., Athens, GA 30601 The meetings for the Newton Bridge TAD Advisory Committee will be available to watch live on YouTube at the link available on the Agenda Center for the Newton Bridge TAD (https://www.accgov.com/10343/TAD-Advisory-Committee---Newton-Bridge-R ). Members Present: Pete Dugas, David Barbe, Daniel Epting, Tracy Davenport Members Absent: Leon Leathers ACCGov Staff Present: Caitlin Dye A. Call to Order as a Regular Meeting: David Barbe 1. Meeting began at 3:22 PM B. Approval of Agenda 1. Motion to approve: Daniel Epting Second: Pete Dugas Unanimous vote to approve agenda C. Approval of and 12.12.22 Minutes 1. Motion to approve: Pete Dugas Second: Daniel Epting Unanimous vote to approve minutes D. New Business: 1. Update on Committee Membership i. Chanda Santa has submitted her resignation from the committee and the Mayor will be appointing someone to fill her vacancy. 2. Update on TAD Process Involving Community Engagement i. Tracy would like to see plans from the other TADs if they become available before this committee makes a plan. ii. Pete asked if the TADs are related and explained that they are not as each TAD has its own boundaries and specific account. iii. Committee is in agreeance to hold community engagement sessions iv. If the committee would like to pursue a master plan for this TAD, the plan would be paid for out of the TAD account if approved by Mayor and Commission. v. TAD Advisory Committee role is to market this area and figure out how to bring developers in. vi. Mall TAD documents are located on the ACCGov Website  3. Review TAD Advisory Committee By-Laws i. Adopt these at the next meeting ii. Would like to add in a clause that all the committees should solicit community input E. Committee Questions and Discussion 1. Can a survey/website form be created for public to submit their input about the TAD to? (like how the SPLOST Oversight Committee did) Yes 2. Is the housing development on 1125 Newton Bridge apart of the TAD? Yes F. Date for Next Meeting: June 12, 2023 (June meeting was cancelled) G. Adjourn 1.
