MINUTES NEWTON BRIDGE TAX ALLOCATION DISTRICT (TAD) ADVISORY COMMITTEE Monday, December 11, 2023: 3:15-4:15 PM Room 103 City Hall 301 College Ave., Athens, GA 30601 The meetings for the Newton Bridge TAD Advisory Committee will be available to watch live on YouTube at the link available on the Agenda Center for the Newton Bridge TAD (https://www.accgov.com/10343/TAD-Advisory-Committee---Newton-Bridge-R ). Members Present: Leon Leathers, Daniel Epting, David Barbe, Pete Dugas Members Absent: Tracy Davenport A. Call to Order as a Regular Meeting: David Barbe, Chair 1. Meeting began at 3:26pm B. Approval of Agenda 1. Motion to approve agenda: Pete Dugas Second: Daniel Epting Unanimous approval of agenda C. Approval of 6.6.22, 9.19.22, and 9.11.23 Minutes 1. Motion to approve minutes: Pete Dugas Second: Daniel Epting Unanimous approval of minutes D. New Business: 1. Greenway Network Plan in Newton Bridge TAD, Alex Bond, ACCGov Leisure Services Department i. General discussion about the proposed trails in the Greenway Network Plan that is along the Newton Bridge TAD. Note that the greenway network plan is a vision plan as nothing is funded. 2. Corridor/Intersection Study with Atlas i. If a traffic signal or round about is to be installed, a traffic study is normally completed before hand. The cost of a study and concept report for the Kathwood/Newton Bridge intersection is $22,870. A study and concept report for the entire Newton Bridge Corridor is $169,500. Before any further discussion occurs, more information is desired by the committee; see Committee Questions for exact questions. 3. Approve 2024 Meeting Schedule i. March 18, June 10, September 9, December 9 E. Old Business: 1. Review Survey Results i. Saved for next meeting due to time limitation 2. Approve TAD By-Laws i. Motion to approve by-laws: Pete Dugas ii. Second: Daniel Epting iii. Unanimous approval of by-laws F. Committee Questions and Discussion 1. Reach out to GDOT as to current projects along Newton Bridge. 2. What is the cost of a roundabout? 3. Can a study and concept report be completed only at Kathwood and the 5- way intersection at Chase/Newton Bridge? 4. Is a corridor study necessary/required or can a roundabout or traffic light be constructed/installed without one? 5. Can you install a temporary traffic light? 6. When will DR Horton start building on 1125 Newton Bridge? 7. What is the increment generated off the General Times Development and the DR Horton subdivision? 8. Is the Mayor and Commission open to TAD Bonds? Can the county back its own bonds with general funds? 9. Can the boundaries be amended? How many hours will it take to amend the redevelopment plan? 10. Is there a four way stop coming at Bobby Snipes Water Treatment Plant? G. Date for Next Meeting: January 22, 2024 from 3:15-4:15pm H. Adjourn 1.
