MINUTES NEWTON BRIDGE TAX ALLOCATION DISTRICT (TAD) ADVISORY COMMITTEE Monday, January 22, 2023: 3:15-4:15 PM Solid Waste Dept. Conference Room 725 Hancock Industrial Way, Athens, GA 30605 The meetings for the Newton Bridge TAD Advisory Committee will be available to watch live on YouTube at the link available on the Agenda Center for the Newton Bridge TAD (https://www.accgov.com/10343/TAD-Advisory-Committee---Newton-Bridge-R ). Members Present: Daniel Epting, David Barbe, Pete Dugas Members Absent: Tracy Davenport, Leon Leathers A. Call to Order as a Regular Meeting: David Barbe, Chair 1. Meeting began at 3:23pm B. Approval of Amended Agenda 1. Motion to approve agenda: Pete Dugas Second: Daniel Epting Unanimous approval of agenda C. Approval of 12.11.23 Minutes 1. Motion to approve minutes: Daniel Epting Second: Pete Dugas Unanimous approval of minutes D. New Business: 1. 2024 TAD Account i. Follow-up with why 2023 increment is less than 2022 increment ii. Can increment be forecasted? 2. TAD Membership Terms i. Daniel Epting and Tracy Davenport set to roll off in March. E. Old Business: 1. Review Survey Results i. Top priority to send to the Mayor and Commission for approval: Round-about at Newton Bridge Rd. and Kathwood Dr. along with sidewalks on Newton Bridge Rd. from Kathwood Dr. to Vincent Dr. 2. Committee Questions from December 11th Meeting Discussed/Continuation of Traffic Calming Measures Discussed F. Committee Questions and Discussion 1. Still collecting answers to questions below from December meeting: i. What is the increment generated off the General Times Development and the DR Horton subdivision? ii. Is the Mayor and Commission open to TAD Bonds? Can the county back its own bonds with general funds? iii. Can the boundaries be amended? How many hours will it take to amend the redevelopment plan? 2. New questions: i. Why will GA Power not allow a roundabout at 4 way traffic light? ii. Did the TPW traffic study show that a roundabout could work at the 4 way traffic light? iii. What are the rules from putting in a crosswalk with lights and what are the associated costs with this type of crosswalk? iv. What is the cost per mile for sidewalk? v. Are there any other site plans for the area? Like Barber St.? G. Date for Next Meeting: February 19, 2024 H. Adjourn 1.
