D. New Business:
1. Chase St. Project and Surrounding Projects in Area Discussion, Rani
Katreeb, Interim Dept. Head of ACCGov Transportation and Public
Works
i. Barber St. Two-Way Bike Facility and Sidewalk project is
believed to be underfunded once construction phase is active. In
design phase at the moment. TAD Advisory Committee should
share perspective during preliminary engineering phase of this
project.
ii. Chase St. Project-concept approved in summer 2023. Funded
through TAP program, which is a state (20%) and federal (80%)
funded program. TAP focuses on pedestrians and bicycles, which
means the intersection at Dairy Pak, Chase and Barber wasn’t
evaluated on level of service for cars. Intersection at Loop 10 and
Oneta are getting roundabouts. How can we influence how the
money is spent on the intersection? If a change is made to the
concept at this point, more work is to be done and will further
delay the project. Rani suggests completing a conceptual level
analysis following state level details, incorporating the Barber St
multi-use path and a road way diet on Newton and provide those
results to the TAP Program administrators. ICE Study costs $70-
100K. Benesch could do the ICE study.If you include design, it
could be closer to $200K.
iii. 1125 Newton Bridge Rd.-Developer is going to provide
intersection improvements at Kathwood and Vincent. We cannot
dictate what improvements they are willing to do. A traffic light
costs $350K but the additional infrastructure needed pushes the
cost to $3M.
E. Committee Questions and Discussion
1. Can the increment from General Times and the proposed DR Horton
subdivision be forecasted? Yes; the lease rates for general times
apartments and the commercial/retail spaces and purchase price of the
homes would need to be given to the Tax Assessor for him to be able to
calculate the increment
2. Can TAD boundaries be amended? Yes, however, it is not recommended.
3. How many hours does it take to amend redevelopment plan? 15-25 hours,
approx. $10,000-$16,000
4. Increment can’t be forecasted as we don’t know what will be built in the
future; it is best to take average of past years increment to get an idea o
what future years will bring.
5. The Finance Dept. deposited money in the wrong TAD accounts so that is
why it initially looked like it went down; that has now been corrected.
