ZONING BOARD OF ADJUSTMENT
SPECIAL SESSION
April 8, 2022
The Zoning Board of Adjustments of the City of Athens, Texas met in Special Session on Friday,
April 8, 2022, at 10:00 a.m. in the Civic Hall of the Cain Center, 915 S Palestine St, Athens, Texas
with the following members present constituting a quorum, to-wit: Thomas Faulk, Bill Priestley,
Mamie Stafford, and Shannon Traxson.
Director of Development Services Audrey Sloan, Antwon West, Carlton West, Larry West, Jackie
Coleman and Tyler Matthews were also present.
Member Traxson called the meeting to order.
DECLARATION OF CONFLICTS OF INTEREST
None
PUBLIC COMMUNICATIONS
None
NOMINATE & ELECT A ZONING BOARD OF ADJUSTMENTS CHAIRPERSON
Member Traxson made a motion to elect Thomas Faulk as the Chairperson. The motion was
seconded by Member Stafford and passed unanimously.
NOMINATE & ELECT A ZONING BOARD OF ADJUSTMENTS VICE CHAIRPERSON
Member Stafford made a motion to elect Shannon Traxson as the Vice Chairperson. The motion
was seconded by Member Priestley and passed unanimously.
CONSIDER APPROVING THE MINUTES FOR THE OCTOBER 15, 2021, SPECIAL
SESSION
Vice Chairperson Traxson made a motion to approve the minutes as written. The motion was
seconded by Member Stafford and passed unanimously.
PUBLIC HEARING CONCERNING A REQUEST FROM JACKIE COLEMAN &
LARRY WEST FOR A VARIANCE FOR THE HOURS OF OPERATION PERMITTED
FOR AN ELECTRONIC MESSAGE BOARD SIGN LOCATED AT 1008 MILL RUN RD,
ALSO KNOWN AS TRACT 199, T. PARMER SURVEY, ABSTRACT 782. OWNER:
PETERSBURG BAPTIST CHURCH
Chairperson Faulk opened the public hearing. Sloan described the location of the property and the
request for variance. Larry West spoke about the request to allow for sign to be permitted to run
for 24 hours to display scriptures, church events and church announcements. Pastor Jackie
Coleman also spoke about the request. Tyler Matthews, a neighboring property owner of 1009
Mill Run Rd, spoke about his concerns with the request. After a lengthy discussion, Chairperson
Faulk closed the public hearing.
DISCUSS/CONSIDER A REQUEST FROM JACKIE COLEMAN & LARRY WEST FOR
A VARIANCE FOR THE HOURS OF OPERATION PERMITTED FOR AN

The board continued to discuss the request. A motion was made by Vice Chairperson Traxson to
approve a variance for the sign to operate between the hours of 7:00 am and 7:00 pm. The motion
was seconded by Member Priestley and passed unanimously.

Pursuant to Texas Government Code section 551.007, members of the public may speak on an agenda
item during the public communication section of the meeting or at the time the agenda item is called for
discussion by the Zoning Board of Adjustment Chairperson. Speakers shall be given three (3) minutes to
speak. A speaker needing a translator and/or interpreter may be given six (6) minutes to speak. Criticism
of city employees or staff is prohibited. Those wishing to address the Zoning Board of Adjustment
regarding an item not on the agenda must be a citizen, property owner or business owner of the city of
Athens. Comments on such non-agenda items shall be limited to three minutes. The Zoning Board of
Adjustment will not comment on items not on the agenda; however, the Zoning Board of Adjustment may
refer the item to city staff for research, resolution or referral of the matter to the Zoning Board of
Adjustment as a future agenda item.
This facility is wheelchair accessible and accessible parking spaces are available. Requests for additional
accommodations or interpretive services must be made 48 hours prior to any meeting. Please contact the
