ATHENS TOWN COUNCIL Regular Session – July 7, 2015 Athens Town Hall The Athens Town Council met in regular session at 7:00 p.m. on Tuesday, July 7, 2015 in the Athens Town Hall. Members present were, Charles Abraham Lilly, Lisa Jennings, Roger Lokay, Timothy Pike, John David Smith, and Lynne White. Oaths of Office were administered for: Mayor; Tim Pike Council Members; Charles Abraham Lilly, Roger Lokay, Lisa Jennings Acceptance of Resignation: On a motion by Lokay, second by Pike, Council accepted the resignation of Inghram and thanked him for his service to the Town. APPROVAL OF MINUTES The Council approved the corrected June 16, 2015 minutes without objection. Manzo was inadvertently included in those in attendance. CITIZENS INPUT Citizens and Department Heads appeared before Council to hear a Proclamation of Mayor Carol Bard’s service to the Town. EMPLOYEE REPORTS QUARTERLY DEPARTMENTAL REPORTS Department Heads were present to answer questions posed by Council. OLD BUSINESS  Salaries – Discussion of possible annual increase, COLA, Comparison to other towns, etc. - Tabled  Water Plant Remediation and Thrasher Contract – White and Pike followed up with Thrasher Contract and Water Plant Remediation  Hydrants – Mark Parsell will get quotes on hydrants, including the cost of replacing four hydrants now, six in the future. Pike may send a letter to Dollar General regarding several issues including funding for a hydrant. NEW BUSINESS  Vacancy on Council – With the resignation of Inghram, and on a motion by White, second by Lokay, Council agreed to ask Jed Nolan to serve on Council. Nolan received the next highest votes in the Town election. OTHER BUSINESS, MAYORAL REPORTS, COUNCIL MEMBER INPUT Smith volunteered to investigate Certificates of Appreciation for the Town. Council requested an Office staff representative to be at Council once a month. Pike will discuss with Elizabeth Owen and Debra Shorter. Lokay volunteered to send to Council an updated quarterly departmental report calendar. Athens Town Council Minutes 7-7-2015 APPROVAL OF CURRENT BILLS (Action on Accounts) On a motion by Lokay, second by Smith, Council approved the current bills.
