Motion to approve a Resolution recognizing the High School/High Tech Attachments Program and authorizing Augusta-Richmond County, Georgia to contribute the amount of $2094.97 to the organization; and for other purposes. www.augustaga.gov Administrative Services Committee Meeting 7/28/2008 12:45 PM Reprogramming Dover- Lyman Department: Housing & COmmunity Development Caption: Discussion of reprogramming of $200,000 in Community Development Block Grant (CDBG) Funds. Background: The purpose for the reprogramming of funds is to assist South Augusta Redevelopment, Inc. in the purchase and redevelopment of a strip center that is located in close proximity to the Dover-Lyman neighborhood. The property is located at 3036 Deans Bridge Road and is partially leased. The redevelopment of this property will have a positive impact on the marketability of new homes that will be built in Dover-Lyman. The FY2008 CDBG budget has $400,000.00 allocated for street improvements for the Dover-Lyman Redevelopment Project. On June 17, 2008, the Commission reallocated $2,000,000 in SPLOST funds to assist in the needed infrastructure improvements in Dover-Lyman. Therefore, we are requesting that the reprogramming of funds by approved. We are proposing that funds be reprogrammed FROM the following projects: 1. Dover Lyman Street Improvements – $200,000 - Justification: On June 17, 2008, SPLOST funds were awarded to assist in with the street improvements in Dover-Lyman. Projects that the funds will be reprogrammed TO: 1. Dover Lyman Commercial Development - $200,000 for acquisition and façade improvements. In accordance with HUD requirements and the City’s Citizen Participation Policy, any substantial changes to the Consolidated Plan must be presented to the public for a 30-day comment period. If comments are received, they must be presented to the Commission for action. On July 31, 2008, a Public Notice will be published in the newspaper soliciting comments from the public. The deadline for comments will be August 30, 2008. Analysis: Reprogramming of these funds will allow the department to facilitate the redevelopment of the strip center located at 3036 Dean’s Bridge Road. Financial Impact: This reprogramming of funds is a reallocation of existing funds Alternatives: None recommended Recommendation: Approve the Proposed Reprogramming of $200,000 in CDBG Funds and Allow Staff to Solicit Public Comments for a 30-day period. After the 30- day comment period (August 30, 2008), staff will present to Commission for action and any public comments received. While SAR hasfor severalyearsbeenfocusingon housing,it is increasinglyclearthat thereis a needto also takea look at the commercialpropertiesin the area.To that end I would like to introduceyou to 3036DeansBridge Road.This is a small,partially leasedstrip plazalocatedon .93 acresofland (097-1-118-00-0)and sometimesknown as "Curry'sComer." We believethat this centerneedssomesubstantialimprovementsand updating,including the recruitmentof new tenants,to improve its imageandthat of the area.The SAR Board of Directorsare looking into what is requiredto redevelopthis outdatedshoppingcenterandmake it an attractiveasseto the neighborhoodand surroundingarea. While we still needsometime to fully evaluatefeasibility,we areconfidentthat a supplemental amountof $200,000would allow us to adequatelyaddressboth acquisitionand infrastructure improvementsnecessaryfor this project. Primaryfunding would be soughtfrom local banksand lending institutions.Of course,with SAR's beinga non-profit CBDO we would useoperating profits to assistthe redevelopmentof New Dover housingfor low incomefamilies and/orother community improvements. Mr. Wheeler,we are in hopesthat AHCD Departmentwill be ableto assistus in this matter.By all indicatorsit seemsthat New Dover is aboutto seesomebetterdaysand we at SAR thank you for helping us makethis a reality. s~:;~.~ Robertw.
