6. Discuss/approve the solicitation of a RFP from professional Attachments
human resources firms for an independent audit and
assessment/efficiency study of Augusta Richmond County
Government in accordance with the Commission's action on

7. Approve the concept of hiring a consultant to identify and Attachments
collect revenue that is currently not being captured by the

Consultant for identifying and collecting revenue not being captured by License and Inspection
Department: Planning Commission
Caption: Approve the concept of hiring a consultant to identify and collect revenue
that is currently not being captured by the License and Inspection
Department. (Referred from September 26 Administrative Services
Committee meeting)
Background: At the July 13, 2011 retreat I was asked to investigate how a “headhunter”
might be used by the department to enhance revenue. After talking to
several companies and thinking through their suggested approaches the
attached scope of services seems to make the most sense. It is the
department’s belief that there are not significant un-captured revenues, so
the scope is written to provide for payment only on the basis of funds
captured and deposited into the City’s accounts.
Analysis: This sort of analysis has produced very significant results in other
Georgia cities and it will cost only a percentage of newly identified and
collected revenue.
Financial Impact: The scope is written in a way that payment is made only for previously
un-captured funds that are deposited into City accounts.
Alternatives: Approve the Department selecting a consultant through procurement or
disapprove.
Recommendation: Approve concept and permit the Department to go through procurement
to select a consultant.

CUVA Minimum Acreage Resolution
Department: Board of Assessors
Caption: Motion to approve a recommendation by the Board of Assessors
Office to approve a resolution that's required by state law for next
year to set the minimum acres on qualified parcels for conservation
use in Augusta-Richmond County.
Background: The Board of Assessors approved recommending to the BOC a
resolution required by the state in 2012 to set the minimum acres to
qualifying parcels for Conservation Use Valuation Assessments
(CUVA). Should the BOC adopt the resolution, the 29 parcels in
Augusta-Richmond County defined as “greater than 10 acres AND
less than 25 acres” would no longer qualify beyond their current
covenants.

Recommendation: To approve the CUVA recommendation to set the minimum acres to
qualifying parcels at 25.

A RESOLUTION
OF THE AUGUSTA-RICHMOND COUNTY BOARD OF COMMISSIONERS
RELATING TO
MINIMUM ACREAGE TO QUALIFY
FOR BONA FIDE CONSERVATION USE ASSESSMENT
WHEREAS, the State of Georgia has enacted O.C.G.A. § 48-5-7.4, which relates to
bona fide conservation use property; and
WHEREAS, O.C.G.A. § 48-5-7.4(a) (3) provides that “[t]he governing authority of a
county in which the property that otherwise meets the requirements for current use assessment is
located may establish a minimum number of acres as a condition for qualifying for the current use
assessment;” and
WHEREAS, O.C.G.A. § 48-5-7.4 further provides that “[s]uch minimum shall be up
to 25 acres and shall apply exclusively to qualified property that is first made subject to a covenant
required by [O.C.G.A. § 48-5-7.4(d)] or is subject to the renewal of a previous covenant required by
[O.C.G.A. § 48-5-7.4(d)] on or after January 1, 2012.” Now, therefore
BE IT RESOLVED that the Augusta-Richmond County Board of Commissioners
hereby establishes that the minimum number of acres required to qualify for the current use
assessment as provided by O.C.G.A. § 48-5-7.4 (a)(3) is 25 acres.
