Motion to approve Revised Purchasing and Credit Card Policy and giving the Mayor and other elected officials a $15,000 monthly limit without a daily expense limit. Motion to direct our Finance, and Human Resources director to research Second Chance Programs and interact with the Jail Population Review Committee to bring recommendations to the commission relative to the city's hiring policy in association with presentation made by Mr. Lawrence Brannen (Justice Impacted Reformation Society, Inc.) an amendment to Augusta's Equal Opportunity hiring policy. Motion to approve the payment of essential employees as defined in the Augusta Inclement Weather/Emergency Condition Administrative Rule for employees who worked during the period of 5:00pm September 26, 2024 through September 27, 2024. In addition, approve the payment of compensatory time accrued by Fire Department personnel during the period September 26- October 7, 2024. Motion to approve of Purchase Order for Augusta Utilities - $195,016.00 - 60" Raw Water Line (Lack Committee Quorum November 12, 2024) 25. Motion to approve proposal from Gearig Civilworks to provide additional construction services for the Augusta Corporate Park Utility Extension. Add CO 1, 2 and 3 in the amount of $128,492.27 (24AUA167).(Lack Committee Quorum November 12, 2024) 26. Motion to approve and award Disaster Debris Removal Services contract to CERES Environmental Services. Contract award is subject to receipt of signed contract and required other relevant documents. The Contract initial term is three (3) years with two subsequent one (1) year renewals. RFP 24-195/AE (Lack Committee Quorum November 12, 2024) 27. Motion to approve the award of Residential Waste & Recyclable Collection Service Contract (25-900) to two (2) waste hauling firms, Georgia Waste System LLC (GWS) and Coastal Waste Recycling, Inc. (Coastal), GWS Serving Service Zone 1 and Coastal Serving Service Zones 2 & 3, at service schedule & rates presented in the Financial Impact Section of this agenda item. The contract award is contingent upon receipt of signed contract, insurance, and other relevant documents. The Contract is effective January 1, 2025 ending December 31, 2034 with an option to renew for two additional two-year terms. Also, approve the residential waste mandatory collection service new rate at $440 per parcel account to cover the cost of waste collection & incidental environmental services effective January 1, 2025. Both unit rates (waste hauler & Augusta mandatory collection) are subject to an automatic three (3) percent yearly escalation effective January 1, 2026. RFP 25-900/AE (Lack Committee Quorum November 12, 2024) 28. Motion to approve allowing debris haulers to go into gated communities to pick up debris. (Requested by Commissioner Sean Frantom) PUBLIC SAFETY 29. Motion to approve digital orthophotography and maintenance agreement with Pictometry International to provide new 2024-2025 oblique imagery and related software and product support to Augusta as a sole source procurement.(Lack committee quorum November 12, 2024) 30. Motion to approve the BISDigital Maintenance Agreement renewal in the amount if $47,724.70(Lack committee quorum November 12, 2024) 31. Motion to accept the FY2022 State & Local Government Cybersecurity Grant Award from the U.S. Department of Homeland Security in the amount of $69,650.00 and to authorize the Mayor to execute the associated grant agreement with the Georgia Emergency Management and Homeland Security Agency (GEMA/HS).
