Z-25-40 – A request for concurrence with the Augusta Planning Commission to APPROVE a petition by SGPB Holdings, LLLP on behalf of The Nixon Trusts, requesting a rezoning from zone A (Agricultural) to zone HI (Heavy Industrial) to develop a manufacturing warehouse, affecting approximately 100 acres out of a 281.26-acre tract located at 1550 Four H Club Road. Tax Map # 158-0-006-07-0. 2. Z-25-39 – A request for concurrence with the Augusta Planning Commission to APPROVE a petition by All in for Miller, Inc., requesting a rezoning from zone R-1C (One-Family Residential) to zone R-2 (Two-Family Residential) to develop a duplex, affecting properties containing approximately 0.11 acres located at 1012 Miller Street. Tax Map # 046-4-317-00-0. 3. Z-25-38 – A request for concurrence with the Augusta Planning Commission to APPROVE a petition by Earl Allen Thompson, Jr. on behalf of ANW Enterprises, LLC, requesting a rezoning from zone P-1 (Professional/Office) to zone R-1C (One-Family Residential) for an existing residence, affecting property containing approximately 0.1 acres located at 801 Crawford Avenue. Z-25-35 - A request for concurrence with the Augusta Planning Commission to APPROVE a petition by Connect Development, LLC, on behalf of NRP Residential 1, LLC, requesting a rezoning from zone R-1A (One-Family Residential) to zone R-1E (One-Family Residential) to develop a townhome community, affecting properties containing approximately 4.28 acres located at 1901 Bungalow Road, 2528, 2530, 2532, 2536, 2538, 2540, 2542, and 2544 Richmond Hill Road. Motion to ratify the November 13, 2025 working lunch expenses in association with the Charter Review Committee/UGA Work Session in the amount of $249.34. ****END CONSENT AGENDA**** AUGUSTA COMMISSION AUGUSTA COMMISSION REGULAR AGENDA (Items 7-32) PUBLIC SERVICES 7. Motion to reject the unsolicited proposal for the revitalization of Vernon Forrest Park (25-000) 8. Motion to approve a request by Planning & Development to renew the existing 2025 Alcohol Licenses for the upcoming year 2026. These licenses include Sunday Sales, Dance, Arcades, Wholesale, Alcohol Catering, Cigar Lounges, Incidental, Hybrid, and an Adult Bookstore. 9. Augusta Regional Airport (AGS) – Motion to approve a $25,000 purchasing authority for the Executive Director of Augusta Regional Airport. This item was approved during the October 30, 2025, Augusta Aviation Commission Meeting. 10. Augusta Regional Airport (AGS) – Motion to approve a two-year License Agreement with AGS Aviation Services (FBO) and Air Elite Network. This item was approved during the October 30, 2025, Augusta Aviation Commission Meeting. 11. Augusta Regional Airport (AGS) – Motion to approve StandardAero Pavement Rehabilitation - Phase II Construction Administration/Construction Observation (CA/CO) Services fees, Work Authorization #20 to Mead and Hunt. This Work Authorization includes all work, services, materials, equipment, and supplies necessary to provide Construction Administration/Construction Observation and Testing services at Augusta Regional Airport in the amount of $153,081.79 (RFQ 23-158). ADMINISTRATIVE SERVICES 12. Motion to approve extension of State Lobbying and Legislative Representation Services agreement with Holland & Knight LLP for one year, through December 31, 2026 (awarded under RFP #25-300). 13. Motion to approve the purchase of one non-CDL crane truck ITB 25-204, at a total cost of $241,677 from Tom Graddy Enterprises of Beech Island, SC for the Augusta Utilities Department. 14. Motion to approve the purchase of one hydraulic crane trucks, ITB 25-232, at a total cost of $155,445.52 from Akins Ford, LLC of Winder, GA for the Utilities Department. ENGINEERING SERVICES 15. Approve Supplement funding (Task Order 2) for Preliminary Engineering Initial Concept Phase (PE-Phase1B) of the Design Consultant Services Agreement to Kimley-Horn and Associates, Inc. (KH) in the amount of $199,350 for the RC ITS Master Plan Improvements–Part II Projects. AE/ RFQ 24-218 (25ENG156) 16. Approve supplemental funding (SA3) for Pavement System Assessment and Preventive Maintenance Solutions for Augusta Roadway Infrastructure Project to IMS Infrastructure Management Services (IMS) in the amount of $53,009.60. AE/ RFQ 21-242 (22ENG166) 17. Approve the restriping for 68 streets (listed in cost proposal) within Richmond County with Thermoplastic Striping using sole source procurement. Approve funds in the amount of $579,850.00. / AE 18. Motion to approve Supplemental Construction Agreement No.1 with the Georgia Department of Transportation (GDOT) for R C Daniel Pkwy @ Wheeler Road Intersection Improvements Project (PI #0012866). Also authorize Augusta Mayor and Clerk of Commission to execute Construction Agreement and its associated documents (electronic and hard copy). /AE 19. Approve Roadway Lighting Agreement with the Georgia Department of Transportation (GDOT) in Conjunction with SR 383 / Jimmie Dyess Parkway from Wrightsboro Rd. to approx. 1150ft South of Powell Rd Roadway Lighting Project Also authorize Augusta Mayor and Clerk of Commission to execute Construction Agreement and its associated documents (electronic and hard copy). /AE 20. Approve and authorize Augusta Engineering (AE) to submit, accept and receive Georgia Department of Transpiration (GDOT) Financial Assistance from GDOT FY2026 Local Maintenance and Improvement Grant (FY2026 LMIG) for Road Improvements & maintenance projects (Listed under Financial Impact Section). Also authorize Augusta Mayor to sign Cover Letter & GDOT E-Verify affidavit and other relevant documents. /AE 21. Installation of Underground Power Service at Corporate Park for New Sewage Lift Station via Sole Source Procurement. 22. Approve Award of Bid #25-193A for the construction of the Highland Avenue Water Treatment Plant’s Filter Modification Phase 2 to Rehab Construction Company, Inc. 23. Motion to approve authorization of a grant agreement and funding acceptance under the ECSDC Grant Program between GEFA and Augusta, Georgia for the preliminary study and design services as it relates to evaluation of the presence of PFAS in the groundwater system of Augusta. 24. Motion to authorize condemnation to acquire a portion of the property for right of way and permanent construction easement (Parcel 034-4-088-03-0) 2101 Walton Way (project parcel 6). 25. Motion to authorize condemnation to acquire a portion of the property for right of way and permanent construction easement (Parcel 034-4-088-03-0) 2101 Walton Way (project parcel 8). 26. Receive as information the emergency rental of portable Generators for 1 month for Storms and Ft. Gordon Power Outage. FINANCE 28. Approve budget adjustments and authorize transfer of funds to departments that had grant funding withheld by the US Treasury. PUBLIC SAFETY 29. Motion to accept a bid from Hard Times Products LLC in the amount of $376,246.00 for the purchase of light fixtures and accessories for the Charles B. Webster Detention Center (CBWDC) – ITB 25-242 30. Have RCCI report the total for the Inmate Mobile Units to construct the new RCCI Facility. (Requested by Commissioner Stacy Pulliam) (Deferred from the November 4, 2025 Commission Meeting) ADMINISTRATOR 31.
