ENGINEERING SERVICES COMMITTEE MEETING AGENDA Commission Chamber Tuesday, February 24, 2026 1:10 PM ENGINEERING SERVICES 1. Mr. Robert Sheffer regarding the Birdwell Road Bridge over Spirit Creek was washed out 12 years ago and still has not been repaired. This is causing hardship, diminished property values, and, potential safety issues for residents. Furthermore, it constitutes violation of O.C.G.A 32-4-41 requiring Cities/Counties to maintain roads and bridges within their jurisdiction to insure safe and accessible passage. 2. Motion to determine that portion of Montgomery Street as shown on the attached plat as Tract “D” and consisting of approximately .07 acre, has ceased to be used by the public to the extent that no substantial public purpose is served by it or that its removed from the county road system is otherwise in the best public interest, and a public hearing shall be held regarding the issue of abandonment pursuant to O.C.G.A. 32 -7-2, with the abandoned property to be quit-claimed to the appropriate party(ies). 3. Approve entering into Intergovernmental Agreement (IGA) with the Georgia Department of Transportation (GDOT) for Traffic Signal Operations Program (SigOps) Coordination. Also, authorize Augusta Mayor and Clerk of Commission to execute IGA and its associated documents (electronic and hard copy). /AE 4. Approve Construction Contract supplement (SA1) to Reeves Construction in the amount of $1,500,000.00 for subsurface utilities conflicts & unsuitable material improvements construction for Transportation Investment Act (TIA) Project, Greene Street Improvements Project. Also, approve recapture $440,072.00 from SPLOST IV (as listed under Financial Impact Section of this Agenda) and reallocate to Greene Street Project to cover utilities conflict construction partial cost. AE/ RFP 22-294 5. Approve and award Construction Contract to The Reeves Construction Company in the amount $1,824,495.70 for Jones Alley Improvement project. Award is contingent upon receipt of signed contracts, proper bonds, and contract associated documents. AE/ Bid 26-128 6. Approve and award Construction Contract to The Reeves Construction Company in the amount Not to Exceed $1,283,740.00 for roads repair related to Hurricane Helene storm damage project. Award is contingent upon receipt of signed contracts, proper bonds, and contract associated documents. AE/ Bid 26-138 7. Approve contracting with Alfred Benesch & Company, Inc. (Benesch) to provide engineering services for Utilities Department’s Cyber CoE Campus Sanitary Sewer Extension Phase 2 North Trunk project. (RFQ 24-132) 8. Approve supplemental funding in the amount of $202,250.00 for Cavanaugh & Associates to perform a 2026 Program Review and Analysis of the Utilities Department’s Water Loss Program (22AUA120) 9. Discuss and approve Engineering Workforce Upward Mobility Plan. (Requested by Commissioner Brandon Garrett) 10. Mr. Reginald Coney regarding broken bridge on Birdwell Road which limit access to their church. 11. Motion to approve the minutes of the February 10, 2026 Engineering Services Committee Meeting.
