1. Motion to approve Small Municipal and County Government Enterprise Agreement with
Environmental Systems Research Institute, Inc. (Esri) as a sole source procurement.
Motion to approve.
Motion made by Garrett, Seconded by Mason.
Voting Yea: Smith-McKnight, Mason, Williams, Garrett
2. Approve and accept a grant for the continuation of the Victims of Crime Act (VOCA) Grant
with funding from the Criminal Justice Coordinating Council of Georgia to provide services to
crime victims from October 1, 2022, through September 30, 2023, and authorize the Mayor to
execute the necessary documents.

3. Motion to approve the acceptance the Second Amendment to the Inmate Health Care Services
Contract.

4. Motion to approve the purchase of 400 Tasers for the Richmond County Sheriff’s Office.
Motion to approve.
Motion made by Williams, Seconded by Mason.

5. Discuss the two fire truck accidents that happened within a week’s time. (Requested by
Commissioner Catherine McKnight)
It was the consensus of the committee that this item be received as information without
objection.
6. Discussion/update on the two accidents last week from the Augusta Fire Department.
(Requested by Commissioner Alvin Mason)
It was the consensus of the committee that this item be received as information without
objection.
7. Provide plan of action and costs associated with the state emergency ambulance protocol.
(Requested by Mayor Pro Tem Brandon Garrett)
It was the consensus of the committee that this item be deleted without objection.
8. Discuss options to utilize QRV vehicles in lieu of fire trucks. (Requested by Commissioner
Wayne Guilfoyle)
Motion to approve directing the Fire Chief to come back to the next committee meeting with
cost estimates regarding QR vehicles for additional discussion.
