REGULAR COUNCIL MEETING MONDAY, FEBRUARY 05, 2024 at 7:00 PM CITY HALL BUILDING MINUTES 1. CALL TO ORDER A. Invocation - Pastor Cindy Conner - Clarkdale United Methodist Church B. EXCEPTION TO CONSENT AGENDA 5. CITIZENS REPORT Tim Adams has concerns regarding the Police Dept. & City Hall moving to the Threadmill Complex. Mayor Clemons addressed his concerns. Derek Caffe has concerns regarding moving City Hall and there being an anchor in the downtown area to attract citizens to the businesses. Mayor Clemons addressed his concerns. Ann Turner has concerns regarding the extension of the Silver Comet Trail & Police vehicles at the Threadmill Complex. Mayor Clemons and Cpt. Garrett addressed her concerns. 6. GAS SYSTEM REPRESENTATIVE Ollie Clemons Attorney Kimbrough stated the gas company is in good shape and the rates are up in January. 7. Purchase of a New 2024 GMC Sierra 1500 Crew Cab It is the recommendation of the Public Works Department to accept and approve the quote of John Thornton Cadillac, as the lowest quote, in the amount of $46,787.00 for a 2024 GMC 1500Serra Crew Cab Standard Box Four Wheel Drive truck to be added to the Public Works Fleet Department. Purchase of 2024 GMC Canyon It is the recommendation of the Public Works Department to accept and approve the quote of John Thornton Cadillac, as the lowest quote, in the amount of $39,599.00 for a 2024 GMC Canyon Four Wheels Drive truck, to be added to the Public Works Fleet Department. The Public Works Department reached out to Hardy Chevrolet Buick GMC and was informed that General Motors has halted the production of the 2024 GMC Canyon 4WD for Government purchasing for all dealerships across Georgia. Hardy does not have any available vehicles in their inventory. Purchase of Two New Full Size Three-Line Message Sign Traffic Trailers It is the recommendation of the Public Works Department to accept and approve the quote of Aramsco DBA Tran Safe, as the lowest quote, in the amount of $ 35,057.00 for two (2) full-size three-line message boards to be added to the Public Works Department. Purchase of a New Light Tower It is the recommendation of the Public Works Department to accept and approve the quote of United Rental, as the lowest quote, in the amount of $12,560 for a new light tower to be added to the Public Works Department. Quotes received: Patriot Contractors Equipment Sales & Supply -Allmand $16,224.00 Generac $16,282.00 Wanco Power and Light $16,140.20 United Rental $12,560.00 The funds will come from SPLOST, 335-4200-54-2500. No Report Mr. Myrick encouraged citizens to go by the parks around the city and scan the QR code and complete the survey. 13. COMMUNITY AFFAIRS Valerie Anderson, Chairperson Darrell, Weaver, Director A. January 2024 Code Enforcement Report B. Application 2023-07 SLUP: Special Use Permit Request by Mark Campbell 6171 & 6183 Pine Street Application 2023-07 SLUP: by Mark Campbell to allow for truck storage located at 6171 & 6183 Pine Street (Tax ID#02061820010, #02061820011 and #02061820012). The property is currently zoned LI (Light Industrial). The full staff report and supporting documents are attached. Attorney Kimbrough opened the public hearing and swore in Lane Campbell & Colby Henson. Mr. Campbell stated there would be a maximum of 25 trucks and the property would be fenced in. Mrs. Anderson made a motion to close the public hearing. Seconded by Mr. Myrick. Motion passed. 6-0 After hearing Mr. Campbell & Mr. Henson's description of the property, the motion was made to deny the request. Motion made by Elder, Seconded by Myrick. Voting Yea: Adams, Lamar Voting Nay: Anderson, Leverette, Myrick, Elder C. Alcohol License Approvals Attached is a listing of Alcohol Privilege License Renewal requests received. Each applicant has conducted and passed the required background checks by the Austell Police Department. Staff recommends approval of each of the requests listed.
