THE AUSTIN HOUSING FINANCE CORPORATION WILL MEET ON THURSDAY, NOVEMBER 12, 2020 AT 10:30 AM, AUSTIN CITY HALL 301 W. SECOND STREET AUSTIN, TX AGENDA The Board may go into a closed session as permitted by the Texas Open Meetings Act, (Chapter 551 of the Texas Government Code) regarding any item on this agenda. Consent 1. Approve the meeting minutes for the October 15, 2020 Austin Housing Finance Corporation board meeting. 2. Authorize negotiation and execution of all documents and instruments necessary or desirable to acquire approximately 2.99 acres and existing improvements for affordable housing purposes, located at or near 4011 Convict Hill Road, in an amount not to exceed $1,500,000, including closing costs. Authorize negotiation and execution of all documents and instruments necessary or desirable to acquire approximately 4.93 acres and existing improvements for affordable housing purposes, located at or near 6200 Menchaca Road, in an amount not to exceed $7,200,000, including closing costs. District(s): District 5 4. Approve a resolution authorizing the formation of AHFC Espero Non-Profit Corporation, a Texas nonprofit corporation and instrumentality of the Austin Housing Finance Corporation; approving its Certificate of Formation and By-laws; appointing its Board of Directors and President; and authorizing AHFC Espero Non-Profit Corporation to act as General Partner (or Managing Member) of Espero Austin at Rutland, LP, or other ownership entity, which will own the Espero Austin at Rutlands Apartments. 5. Approve the negotiation and execution of a loan agreement and related documents with Blackland Community Development Corporation, or an affiliated entity, in an amount not to exceed $70,000 for a rental development to be known as Alamo Condos located at or near 2107 Alamo Street. Approve a resolution adopting the Third Amended and Restated Bylaws for the Austin Housing Finance Corporation (AHFC), designating the Director of the Housing and Planning Department as the Treasurer of AHFC. 7. Approve the negotiation and execution of a loan agreement and related documents with Espero Austin at  Rutland, LP, or an affiliated entity, in an amount not to exceed $5,992,786 for a multi-family rental development to be known as Espero at Rutland located at or near 1934 Rutland Drive. Approve the negotiation and execution of a loan agreement and related documents with Summertree Developer, LLC, or an affiliated entity, in an amount not to exceed $693,000 for a mixed-income ownership development to be known as Jackie Robinson located at or near 5519 Jackie Robinson Street.
