THE AUSTIN HOUSING FINANCE CORPORATION WILL MEET ON THURSDAY, DECEMBER 10, 2020 AT 10:30 AM, AUSTIN CITY HALL 301 W. SECOND STREET AUSTIN, TX AGENDA The Board may go into a closed session as permitted by the Texas Open Meetings Act, (Chapter 551 of the Texas Government Code) regarding any item on this agenda. Consent 1. Authorize negotiation and execution of all documents and instruments necessary or desirable to acquire approximately 3.76 acres for affordable housing purposes, located at or near 8908 Cullen Lane, in an amount not to exceed $3,600,000, including closing costs. District(s): District 2 2. Authorize negotiation and execution of all documents and instruments necessary or desirable to acquire approximately 1.96 acres for affordable housing purposes, located at or near 8916 Cullen Lane, in an amount not to exceed $1,800,000, including closing costs. District(s): District 2 3. Authorize negotiation and execution of all documents and instruments necessary or desirable to acquire approximately 3.06 acres for affordable housing purposes, located at or near 9006 Cullen Lane, in an amount not to exceed $3,400,000, including closing costs. District(s): District 2 4. Approve a resolution authorizing AHFC Arbors Investor Non-Profit Corporation to be formed as an affiliate and instrumentality of the Austin Housing Finance Corporation; approving the form of its Certificate of Formation and By-Laws; appointing its Board of Directors and President; and authorizing AHFC Arbors Investor Non-Profit Corporation to purchase one or more limited partner interests in Arbors Housing Partners, Ltd., the owner of Arbors at Creekside Apartments located at 1026 Clayton Lane, Austin, Texas 78723. District(s): District 1 5. Approve a resolution authorizing the formation of AHFC Libertad Non-Profit Corporation, a Texas nonprofit corporation and instrumentality of the Austin Housing Finance Corporation; approving its Certificate of Formation and By-Laws; appointing its Board of Directors and President; and authorizing AHFC Libertad Non-Profit Corporation to act as general partner (or managing member) of the entity that will own the Libertad Apartments located at 900 Gardner Road, Austin, Texas. District(s): District 5 6. Authorize the negotiation and execution of a one-year contract with the Ending Community Homelessness Coalition to provide consulting and other services related to the City’s Strategic Housing Blueprint goals for permanent supportive housing and Continuum of Care units in an amount not to exceed $306,000. 7. Authorize the negotiation of execution of a 10-month contract, with an option for a two-month extension, with the Housing Authority of the City of Austin, to fund and administer the Homeless Assistance/Tenant-Based Rental Assistance Program, which provides housing opportunities through subsidies to individuals experiencing homelessness, in an amount not to exceed $1,140,849. 8. Approve a resolution amending the Fiscal Year 2020-2021 Austin Housing Finance Corporation Grant Operating Budget (Resolution No. 20200812-AHFC001) to reduce the budget by $699.00. 9. Authorize negotiation and execution of an amendment to the 2020-2021 Service Agreement with the City of Austin to decrease funding from the U.S. Department of Housing and Urban Development for the HOME Investment Partnership Program in the amount of $699.00 for a total contract amount not to exceed $75,603,958.
