of the Texas Government Code) regarding any item on this agenda.
All of the following items may be acted upon by one motion. No separate discussion or action on any
of the items is necessary unless desired by a Council Member.
Consent Agenda
Management Services
74. Approve a resolution ratifying a Declaration of Local State of Disaster in response to concerns
related to the coronavirus disease 2019 (COVID-19) and consenting to continuation of the
disaster declaration for a period of more than seven days.
Planning and Zoning
75. Approve an ordinance adopting the Third Amendment to the First Amended and Restated
Agreement Concerning the Creation and Operation of Senna Hills Municipal Utility District to
change uses and impose certain conditions. This action concerns land located within the Barton
Springs Zone.
Public Health
76. Approve the extension of the appointment of Mark Escott, M.D., as Interim Health Authority and
the designation of Jason R. Pickett, M.D., Ming Tang, M.D., and Jonathan MacClements, M.D.
each individually as an Alternate Health Authority through September 30, 2020.

77. Set a public hearing to consider an ordinance approving a residential improvement area for
amending plats with six or fewer lots (Suggested date: April 2, 2020).

78. Discuss legal issues related to requirements to fill a possible vacancy in the position of an elected
official (Private consultation with legal counsel - Section 551.071 of the Government Code).
4:00 PM - Public Hearings and Possible Actions
79. Conduct a public hearing and consider an ordinance amending City Code Title 25 (Land
Development) to create the Central Health Overlay district within the Downtown Austin Plan
District Map.
80. Conduct a public hearing and consider an ordinance approving a Project Consent Agreement
waiving or modifying provisions of City Code Title 25, including Chapter 25-8, Subchapter A,
Article 13 (Save Our Springs Initiative), to allow construction of a mixed-use residential project at
7415 Southwest Parkway in the East Oak Hill Neighborhood Planning Area. This action concerns
land located in the Barton Springs zone.
81. Conduct a public hearing and consider an ordinance amending the Downtown Austin Plan, an
element of the Imagine Austin Comprehensive Plan to revise: (1) the “Pedestrian Activity and
Mixed-Use Streets for the Core/Waterfront District Map” and associated text related to use and
design, and (2) the “Proposed Density Bonus Map”.
82. Conduct a public hearing and consider an ordinance amending the Imagine Austin Comprehensive
Plan to revise the Growth Concept Map Series associated text to incorporate residential uses into
commercial and office designations and supersede future land use plans with commercial and office
land use designations.
