Thursday, April 9, 2020 The City Council Addendum Agenda will convene at 10:01 AM on Thursday, April 9, 2020 at Austin City Hall 301 W. Second Street Austin, TX  Public comment will be allowed via telephone; no in-person input will be allowed. All speakers must register in advance (Wednesday, April 8 by Noon). Public comment will occur as follows: For all items on the consent agenda, Austin Housing Finance Corporation agenda, Public Hearings and all non-consent items other than Zoning, public comment will be taken at 10:00 a.m. For all zoning items public comment will be taken at 2:00 p.m. To speak remotely at the April 9, 2020 Council Meeting, residents must: • Submit the online registration form found at: https://cityofaustin.formstack.com/forms/austin_city_council_speaker_signup. Registration must be received by Noon on Wednesday, April 8. • Once the registration form is received, residents will receive either an email or phone call providing the telephone number to call on Thursday. • Speakers must call in at least 45 minutes prior the time associated with the agenda item • Late callers will not be accepted and will not be able to speak. • Handouts or other information may be emailed to City.Clerk@austintexas.gov by Noon on Wednesday. This information will be provided to Mayor and Council in advance of the meeting • Any speaker who speaks prior to being called upon by the Mayor will be disconnected and will not be able to rejoin the call. • If you need Spanish Translation Services, you must email City.Clerk@austintexas.gov at least 48 hours in advance of the meeting. • Residents may watch the Council Meeting online at: http://www.austintexas.gov/page/watch-atxn-live . The City Council may go into a closed session as permitted by the Texas Open Meetings Act, (Chapter 551 of the Texas Government Code) regarding any item on this agenda. No separate discussion or action on any of the items is necessary unless desired by a Council Member. 10:00 AM – City Council Convenes Consent Agenda Office of Real Estate Services  85. Approve an ordinance amending the Fiscal Year 2019-2020 General Fund Emergency Reserve Fund (Ordinance No. 20190910-001) to appropriate an amount not to exceed $2,804,760 for COVID-19 emergency relief; and declaring an emergency. Strategic Outcome(s): Government that Works for All; Economic Opportunity and Affordability; Health and Environment. Item(s) from Council 86. Approve a resolution related to the use of the Live Music Fund for Emergency Assistance grants for musicians. Sponsors: Council Member Kathie Tovo, Council Member Ann Kitchen, Council Member Leslie Pool, and Mayor Pro Tem Delia Garza 87. Approve an ordinance amending the Fiscal Year 2019-2020 General Fund Emergency Reserve Fund (Ordinance 20190910-001) to appropriate an amount not to exceed $15,000,000 for the Relief in a State of Emergency (RISE) Fund to support COVID-19 emergency relief; and declaring an emergency.
