Public comment will be allowed via telephone; no in-person input will be allowed. All speakers
must register in advance (Wednesday, April 22 by Noon). All public comment will occur as
follows:
For all items on the consent agenda, Public Hearings and all non-consent items other than
Zoning, public comment will be taken at 10:00 a.m.
For all zoning items public comment will be taken at 2:00 p.m.
To speak remotely at the Council Meeting, residents must:
• Submit the online registration form found at:
https://cityofaustin.formstack.com/forms/austin_city_council_speaker_signup. Registration must be
received by 12 p.m. on Wednesday, April 22.
• Once the registration form is received, residents will receive either an email or phone call
providing the telephone number to call on Thursday.
• Speakers must call in at least 45 minutes prior to meeting start in order to speak, late callers will
not be accepted and will not be able to speak.
• Handouts or other information may be emailed to City.Clerk@austintexas.gov by 12 p.m. on
Wednesday. This information will be provided to Mayor and Council in advance of the meeting.
• Any speaker who speaks prior to being called upon by the Mayor will be disconnected and will
not be able to rejoin the call.
• If you need Spanish Translation Services, you must email City.Clerk@austintexas.gov at least
48 hours in advance of the meeting.
• Residents may watch the Council Meeting online at:

The City Council may go into a closed session as permitted by the Texas Open Meetings Act, (Chapter 551
of the Texas Government Code) regarding any item on this agenda.
All of the following items may be acted upon by one motion. No separate discussion or action on any
of the items is necessary unless desired by a Council Member.

Communications and Technology Management
66. Approve an ordinance accepting grant funds from the National Science Foundation; amending the
Fiscal Year 2019-2020 Communications and Technology Management Department Operating
Budget Special Revenue Fund (Ordinance No. 20190910-001) in the amount of $50,000;
authorizing execution of an agreement with US Ignite and Automated Training Systems to
reimburse Augmented Training Systems for costs up to $50,000 incurred in developing virtual and
augmented training for first responders.

Economic Development Department
67. Approve an ordinance amending the Fiscal Year 2019-2020 General Fund Emergency Reserve
Fund (Ordinance No. 20190910-001), or such other fund as the City Manager determines is
appropriate and available for this purpose, to appropriate an amount not to exceed $1,500,000 for
the Austin Music Disaster Relief Fund to support COVID-19 emergency relief; and declaring an
emergency.

Office of Real Estate Services
68. Authorize the ratification of an agreement with Ashford TRS Austin LLC, a Texas Corporation, for
the City to occupy the real property located at 9505 Stonelake Blvd., Austin, TX 78759 for
emergency housing, isolation, and support services related to COVID-19 for a 31-day term, with
an option to extend for two additional 31-day terms, for a total amount not to exceed
$2,101,510.50, including costs for meals for patients and staff.

69. Approve an ordinance amending the Fiscal Year 2019-2020 General Fund Emergency Reserve
Fund (Ordinance No. 20190910-001) to appropriate an amount not to exceed $2,101,511 for
COVID-19 emergency relief; and declaring an emergency.

Public Health
70. Approve an ordinance amending the Fiscal Year 2019-2020 Austin Public Health Department
Operating Budget Special Revenue Fund (Ordinance No. 20190910-001) to accept and
appropriate $2,354,866 from the Department of Housing and Urban Development through the
Emergency Solutions Grant to serve homeless individuals and those at risk of homelessness who
have been economically impacted by COVID-19.

71. Approve an ordinance amending the Fiscal Year 2019-2020 Austin Public Health Department
Operating Budget Special Revenue Fund (Ordinance No. 20190910-001) to accept and
appropriate $272,065 for a one-time emergency relief effort authorizing a one-time emergency
grant award, offered by the Coronavirus Aid Relief, and Economic Security Act for Housing
Opportunities for Persons with AIDS.

72. Authorize negotiation and execution of an increase to contracts for the provision of HIV-related
housing services under the U.S. Department of Housing and Urban Development, Housing
Opportunities for Persons with AIDS grant, with the following providers: AIDS Services of Austin,
Inc. in an amount not to exceed $200,000 for the 12-month term beginning October 1, 2019, for a
total contract amount not to exceed $3,301,404.93; and Project Transitions, Inc. in an amount not
to exceed $150,000 for the 12-month term beginning October 1, 2019, for a total contract amount
not to exceed $1,362,436.00.

73. Approve an ordinance amending the Fiscal Year 2019-2020 Austin Public Health Department
Special Revenue Fund (Ordinance No. 20190910-001) to accept and appropriate $1,697,986 in
grant funds from the Texas Department of State Health Services to support the Coronavirus 2019
response in alignment with the Public Health Crisis Response Cooperative Agreement for
Emergency Response.

74. Authorize negotiation and execution of Amendment 7 with Foundation Communities in an amount
not to exceed $250,000 in one-time emergency funding to provide outreach and tax assistance
services to community members seeking CARES Act tax relief, for a new total agreement amount
of $928,008.

75. Authorize execution of Amendment No. 4 to the interlocal agreement between the City, Travis
County, and the Austin-Travis County Sobriety Center Local Government Corporation for the
operation and management of the Sobering Center to add $33,000 in one-time funds, for a new
total contract amount not to exceed $8,537,139.

76. Approve an ordinance suspending a Gas Reliability Infrastructure Program interim customer
surcharge proposed by CenterPoint Energy Resources.

Public Hearings and Possible Actions
77. Conduct a public hearing to receive public input on community needs for the City's Federal Action
Plans for Fiscal Years 2019-2020 and 2020-2021 that relate to federal funding opportunities, as
required by the U.S. Department of Housing and Urban Development and Texas Local
Government Code, Chapter 373.
