Public comment will be allowed via telephone; no in-person input will be allowed. All speakers
must register in advance (Tuesday, November 10 by Noon). All public comment will occur as
follows:
For all items on the consent agenda, Public Hearings and all non-consent items other than
Zoning, public comment will be taken at 10:00 a.m.
For all zoning items public comment will be taken at 2:00 p.m.
To speak remotely at the Council Meeting, residents must:
• Submit the online registration form found at:
https://cityofaustin.formstack.com/forms/austin_city_council_speaker_signup. Registration must be
received by 12 p.m. on Tuesday, November 10.
• Once the registration form is received, residents will receive either an email or phone call
providing the telephone number to call on Thursday.
• Speakers must call in at least 45 minutes prior to meeting start in order to speak, late callers will
not be accepted and will not be able to speak.
• Handouts or other information may be emailed to City.Clerk@austintexas.gov by 12 p.m. on
Tuesday. This information will be provided to Mayor and Council in advance of the meeting.
• Any speaker who speaks prior to being called upon by the Mayor will be disconnected and will
not be able to rejoin the call.
• If you need Spanish Translation Services, you must email City.Clerk@austintexas.gov at least 48
hours in advance of the meeting.
• Residents may watch the Council Meeting online at:

The City Council may go into a closed session as permitted by the Texas Open Meetings Act, (Chapter 551
of the Texas Government Code) regarding any item on this agenda.
All of the following items may be acted upon by one motion. No separate discussion or action on any
of the items is necessary unless desired by a Council Member.

67. Authorize negotiation and execution of an amendment to the contract with Matthew Kwatinetz dba
QBL Partners LLC, to provide consulting services for expediting the implementation of the Austin
Economic Development Corporation in an amount not to exceed $460,000 for a total contract
amount not to exceed $659,420.

68. Authorize negotiation and execution of a legal services agreement with Max Renea Hicks for legal
services related to Reagan National Advertising, Inc. et al v. City of Austin, Cause No. 19-50354
in the United States Court of Appeals for the Fifth Circuit, in an amount not to exceed $122,425.

Office of Real Estate Services
69. Ratify an agreement with LVP FFI Austin LLC d/b/a Fairfield Inn & Suites Austin
Northwest/Research Blvd, a limited liability company, for the City to occupy the real property
located at 13087 Research Blvd, Austin, Texas, 78750 for emergency housing, isolation, and
support services related to COVID-19 for a 60-day term, with an option to extend for three (3)
additional 30-day terms, for an amount not to exceed $910,560.00.

70. Ratify Amendment No. 2 to the agreement with Family Independence Initiative to administer an
online portal to distribute direct financial assistance to Austin/Travis County residents impacted by
COVID-19 to increase funding in an amount not to exceed $2,177,034 and extend the term by
three months to end on January 15, 2021, for a revised total agreement amount not to exceed
$12,288,478.

71. Approve a resolution waiving the requirements of the City’s policy for establishing concessions on
parkland for a concession agreement between The Trail Foundation and EpicSUP for a food and
beverage and a stand-up paddle board concession to be located at 2200 S. Lakeshore Drive;
directing the City Manager to consider whether to continue with concession operations at this
location in the future, and if so, to follow applicable purchasing guidelines to secure future
concession operations; directing the City Manager to report back to Council regarding the status of
the City’s efforts to facilitate negotiation and execution of a concession agreement between The
Trail Foundation and EpicSUP; and directing the City Manager to grant a temporary concession
permit, valid for up to six months, to EpicSUP and to waive the concession permit fee for EpicSUP
to operate a food and beverage and a stand-up paddle board concession at 2200 S. Lakeshore
Drive.
