Thursday, August 29, 2024 The City Council Addendum Agenda will convene at 10:00 AM on Thursday, August 29, 2024 at Austin City Hall The City Council may go into a closed session as permitted by the Texas Open Meetings Act, (Chapter 551 of the Texas Government Code) regarding any item on this agenda. All of the following items may be acted upon by one motion. No separate discussion or action on any of the items is necessary unless desired by a Council Member. 10:00 AM – City Council Convenes Consent Agenda Austin Water 211. Approve a resolution authorizing negotiation and execution of a financing agreement with the Texas Water Development Board related to a loan application, through the State Water Implementation Fund for Texas loan program, for cost related to the Austin Water’s Advanced Metering Infrastructure program, also known as Austin’s Smart Water Meter System, in an amount not to exceed $25,000,000. Attachments: Draft Resolution Recommendation for Action Financial Services- Contracts 212. Authorize negotiation and execution of an amendment to the contract for continued Apricot case management software with Social Solutions Bonterra Tech LLC, to increase the amount by $700,000, for a revised total contract amount not to exceed $976,210. Attachments: Contract Detail Recommendation for Action Homeless Strategy Office 213. Authorize negotiation and execution of an agreement with Sunrise Community Church d/b/a Sunrise Homeless Navigation Center to provide digital housing crisis referral and information services for an initial 13-month term, beginning September 1, 2024, in an amount not to exceed $1,083,530, with four 12-month extension options each in an amount not to exceed $833,530, for a total agreement amount not to exceed $4,417,650. Attachments: Recommendation for Action 214. Authorize negotiation and execution of an agreement with Sunrise Community Church d/b/a Sunrise Homeless Navigation Center to provide diversion services and financial assistance to individuals experiencing homelessness for an initial 12-month term beginning October 1, 2024, in an amount not to exceed $533,660, with two 12-month extension options each in an amount not to exceed $533,660, for a total agreement amount not to exceed $1,600,980. Attachments: Recommendation for Action Housing 215. Approve a resolution consenting to the issuance of multifamily private activity bonds by Austin Affordable PFC, Inc., an affiliate of the Housing Authority of the City of Austin, in an amount not to exceed $29,300,000, to finance, in part, the acquisition and rehabilitation of an affordable rental development to be known as Heritage Pointe, located at or near 1950 Webberville Road, Austin, Texas 78721. Attachments: Backup Draft Resolution Recommendation for Action Police 216. Authorize negotiation and execution of an amendment to the interlocal agreement with Hays County to extend the term and continue to provide connectivity to the City’s Gemalto Cogent Automated Biometric Identification System through August 31, 2025. Attachments: Agreement Recommendation for Action 217. Authorize negotiation and execution of an amendment to the interlocal agreement with Travis County to extend the term and continue to provide connectivity to the City’s Gemalto Cogent Automated Biometric Identification System through August 31, 2025. Approve an ordinance waiving or reimbursing certain fees related to the Overton Family Unity Day to be held at Turner-Roberts Recreation Center on September 12, 2024. Approve a resolution directing the City Manager to submit public comment to the Texas Commission on Environmental Quality regarding the potential PM2.5 National Ambient Air Quality Standards non-attainment designation for Travis County and directing the City Manager to keep City Council informed on future public comment opportunities. Discuss legal issues related to Save our Springs Alliance, Inc., et al. v. the City of Austin Mayor et al., Cause No. D-1-GN-24-005232 in the 98th Judicial District of Travis County, Texas (Private consultation with legal counsel - Section 551.071 of the Texas Government Code). Attachments: Recommendation for Action 10:30 AM - Austin Housing Finance Corporation Meeting 221. The Mayor will recess the City Council meeting to conduct a Board of Directors' Meeting of the Austin Housing Finance Corporation. Following adjournment of the AHFC Board meeting the City Council will reconvene.
