Consider Appointing Councilmember to Serve as Alternate Board Member to the City of Avenal Operating Authority (CAOA) Board Director: Melissa Whitten, City Manager, stated that the purpose of the Authority is to "provide for the joint exercise of powers common to the Members (City and Hospital District) which includes leasing, administration, maintenance, operation, conveyance and ownership of the Subject Property (317 Alpine Street)". As per Agreement, the Members shall meet annually during the first quarter of each year or at other times as may be determined by the Board. The alternate Board Member would attend meetings in the event Board Member Harvick was not able to attend. Activity Reports: 1) Community Development/Planning Activity Report: Fernando Santillan, Community/Economic Development Director; Fernando Santillan, Community/Economic Development Director, reported the following: 1) Wonderful Grant Kickoff Workshop in Lost Hills on January 17; 2) Bid requests for the Avenal Community Center Steel Building; 3) Kochergen Farms Composting, Inc. has withdrawn their Conditional Use Permit application; 4) The Kings County Job Training Office conducted a free resume-building workshop; 5) continuing to work with the State Water Resources Control Board; 6) The 18" Water Transmission Line application is almost complete; 7) The Releaf grant implementation. 8) Tony is assisting with the transition of City computers to the Kings County network that will provide better networking solutions and the ability to share folders and access desktops remotely; 9) Potential proposals to revise certain parts of the Zoning Ordinance and Municipal Code, particularly as they related to on- street parking of trailers, trucks, and RV's; 9) Site plan reviews and assisting business owners and potential entrepreneurs find locations in City; 10) The Rice Park restroom project is progressing; and, 11) Planning phase of the Avenal Fitness Court. 2) Avenal Police Department Activity Report: Arend LaBlue, Assistant Chief of Police: Arend LaBlue, Assistant Chief of Police, reported the following:1) Stealing a painting job leads to assault; 2) Handgun seized from gang member; 3) Coats for Kids giveaway; 4) two boxers competed in the Silver Gloves state competition the weekend of December 14th; 5) Monthly Statistical Report; and, 6) CAD calls. Joint Meeting City Council/Successor Agency January 24, 2019 Page 3 of 5 B. Special Presentations/Requests: A. None. PUBLIC HEARING(s): A. Consider Adoption of Draft Mitigated Negative Declaration and Mitigated Measure for 18" Water Transmission Line Replacement Project:  Staff Report  Public Hearing  Discussion Action (By Resolution) Mr. Santillan reported that Staff has undertaken an effort to replace the existing 18" water transmission line and are nearing completion of the planning, engineering, and design phase. This phase is funded by a $500,000 grant from the State Water Resources Control Board, made possible by Proposition 1, the California Water Bond passed in 2014. We are now preparing to submit a construction funding application to the State Water Resources Board, which requires that the applicable environmental permits, certifications, and approvals be obtained prior to submittal of the application. Staff recommends the City Council adopt the attached resolution approving and adopting the City of Avenal Water Transmission Pipeline Replacement Project Mitigated Negative Declaration and corresponding mitigation measures, for which an Initial Study was prepared in accordance with the California Environmental Quality Act, attached to the Resolution as Exhibit "A”. RESOLUTION 2019-03: A RESOLUTION OF THE AVENAL CITY COUNCIL TO ADOPT AND FILE THE CITY OF AVENAL WATER TRANSMISSION PIPELINE REPLACEMENT PROJECT MITIGATED NEGATIVE DECLARATION, MITIGATION MONITORING PLAN, AND NOTICE OF DETERMINATION. Consider Avenal Police Department's Request to Purchase New Police Vehicles: Assistant Chief LaBlue, reported that the Avenal Police Department has had plans to replace three vehicles in the 2018-2019 budget year. On January 9, 2019, we received notification that Ford was updating the Explorer Utility Interceptor model for 2020 and delivery times for these vehicles could be late 2020. Along with the model update, Ford would also be increasing the price by approximately $5,000. In addition, ordering for the 2019 models was only held open for 90 days and closed in November of 2018. He continued that due to the circumstances, many law enforcement agencies nationwide are scrambling to obtain patrol units. On January 10, 2019, members of the Avenal Police Department attended an impromptu demonstration of the Chevrolet Tahoe Police Package and the Dodge Durango Police Package. This demonstration was initially scheduled for the Clovis Police Department, however due to an overwhelming demand for an immediate replacement for patrol vehicles, all local agencies were invited. Upon speaking with the factory representatives as well as other law enforcement agency purchasing agents, we discovered that the Chevy Tahoe would have an approximate base price of $41,000 and the Dodge Durango would Joint Meeting City Council/Successor Agency January 24, 2019 Page 4 of 5 have an approximate base price of $37,000. The Kings County Fleet Manager recently purchased Chevy Tahoe’s and confirmed the prices. He contacted Visalia Ford, the only dealer to provide a quote for our August 2017 patrol car purchase, who advised that they could not guarantee a delivery date at this time. They provided a quote of $33,906.38, approximately $6,000 more than the 2017 model purchased. Visalia Ford uses the State of California contract pricing as explained during the August 2017 purchase (please see Attachment B for the quote). Visalia Ford completed a dealer search and was unable to locate any in-stock Police Package vehicles from their network of dealerships. On January 14, 2019, he spoke with Wondries Fleet Group in Alhambra, California. They also would not be able to give a delivery date on the 2020 Explorer Utility. They had a 2015 Ford Explorer Utility Administrative Package vehicle in stock with no spotlights at a discounted total price of $26,476.97 (Please see Attachment C). They also had a 2014 Ford Interceptor Sedan (Like the Ford Taurus) in stock that they would sell to us, below cost, at a total of $22,102.25 (Please see Attachment D). These vehicles would be under full warranty starting on the day of delivery. He received quotes for the vehicles on January 16, 2019. The Fleet Manager told Staff they had just had an agency back out of purchasing a 2019 Explorer Utility Interceptor. He advised we were given the first opportunity to purchase the vehicle at a total price of $31,250.67 (Please see Attachment E). By purchasing the 2015 Ford Explorer Utility Administrative Package vehicle, we can save approximately $7,000 on the purchase price of a 2020 model and get immediate delivery. However, this vehicle does not have factory installed spotlights. Therefore, this vehicle would be switched out with the Assistant Chief’s current 2017 model that is equipped with a spotlight. By purchasing the 2014 Ford Interceptor Sedan, we can save approximately $11,800 and the 2019 Ford Explorer Utility would save approximately $2,600. By repurposing some existing equipment and purchasing some new equipment, we can keep the cost of the outfitting each of these vehicles below $5,000. Therefore, there would be no need for further City Council action on the outfitting of the vehicles. The 2014 Ford Interceptor Sedan in the amount of $22,102.25, including tax and fees, would come from 10.12500, Account 727. This was budgeted in the 2018-2019 year for vehicle replacement. The 2015 Ford Explorer Police Interceptor at a total cost of $57,727.64 and the 2019 Ford Explorer Police Interceptor will be expended from 10.12500, Account 655.17 (Supplemental Law Enforcement Services Account - FY 16/17 funds) and have no impact to the General Fund. (To comply with the Government Code, these funds need to be expended by June 30, 2019). Staff recommends the approval to purchase one 2014 Ford Interceptor Sedan, one 2015 Ford Explorer Police Interceptor, and one 2019 Ford Explorer Police Interceptor in the total amount of $79,829.89 from Wondries Fleet Group. A motion was made by Councilman Hernandez, to approve the purchase one 2014 Ford Interceptor Sedan, one 2015 Ford Explorer Police Interceptor, and one 2019 Ford Explorer Police Interceptor in the amount of $79,829.89 from Wondries Fleet Group; seconded by Councilman Harvick and carried. Consider Authorizing Resolution to File Financial Assistance Application for Avenal 18" Water Transmission Line Replacement with the State Water Resources Control Board: Mr. Santillan stated that attached resolution is required by the State Water Resource Control Board as part of the construction funding application for the 18” Water Transmission pipeline.
