KINGS STREET, AVENAL, CA 93204 MINUTES Mayor Ovalle called the meeting to order at 5:20 p.m. Staff Present: Whitten, Ortiz, Perkins, Davis, Santillan, Bermudez, Verdugo, Stivers. Legal Counsel: Ken Jorgensen. PLEDGE OF ALLEGIANCE: Led by Mayor Ovalle ROLL CALL: Councilman Preciado, Councilman Hernandez, Councilman Harvick, Mayor Pro Tem Woolley, Mayor Ovalle. CITY CLERK: Government Code Section 54952.3: The members of the City Council and Successor Agency are entitled to receive a total of $300.00 per month because of being elected to the City Council. They receive no other compensation for sitting as a member of the Successor Agency. City Council went into Closed Session at 5:22 p.m. CLOSED SESSION: (City/Successor Agency): It is the intent of this governing body to meet in closed session to review its position and to instruct its designated representatives: A. It is the intention of this governing body to meet in closed-session concerning: Conference with legal counsel – Deciding whether basis exists for closed-session for anticipated litigation (Government Code § 54956.9(d)(3)). Consider City of Avenal/Successor Agency’s Approval of Minutes for September 12, 2019: A motion was made to approve consent calendar by Mayor Pro Tem/Successor Agency Member Woolley, seconded by Councilman/Successor Agency Hernandez and carried. MAYOR & COUNCIL MEMBER/ SUCCESSOR AGENCY/ITEMS OR CONSIDERATION: Joint Meeting City Council/Successor Agency September 26, 2019 Page 2 of 4 A. Consider Appointments to the Avenal Recreation Commission: Sheila Verdugo, Recreation Supervisor, stated that in October she will be losing two long-time Recreation Commission members: l) Paul Cobine: Term 3 - Councilmember Harvick's Appointment - Appoint to fill unexpired term (exp. 2021) 2) Arlene Santino: Term 5 - Councilmember Preciado's Appointment - Appoint to serve new term (2019- 2023) Staff is requesting direction/action from Councilmembers Harvick and Preciado to appoint and fill two (2) Recreation Commission vacancies. Soon, Staff will seek Council's approval to appoint two (2) alternates to the Commission. Councilmembers Harvick and Preciado have people of interest. They would like to discuss their appointment at the next City Council meeting. PUBLIC COMMENT/ANNOUNCEMENTS & UNSCHEDULED APPEARANCES: None. ACTIVITY REPORTS/SPECIAL PRESENTATIONS & COMMITTEE REPORTS: A. Activity Reports: 1) Community Development/Planning Activity Report: Fernando Santillan, Community/Economic Development Director; Fernando Santillan, Community/Economic Development Director, reported the following: 1) The Wonderful Fitness Court launch will be on Friday, September 27 at 6 pm; join us and invite many people; 2) update on Rice Park Restrooms; 3) The Avenal Community Center project; 4) Staff met with Self-Help Enterprises and a regional water meter distributor to discuss our funding application to the State Water Resources Control Board for a new water metering system; 5) The City was awarded a grant from Cal Recycle to conduct 5 waste tire collection events. The first event will be October 16 - 19th and will include e-waste collection as in years past; 6) Update on Active Transportation Program (ATP) grant ($537,000); 7) Development of an Electric Vehicle Readiness Plan; 8) Working with KCAG and KART to obtain solar-powered electric vehicle charging stations for public and City-vehicle use; 9) Kings Job Training Office's Annual Job Fair; 10) Prop. 64 Symposium in Coalinga which covered marijuana enforcement, licensing, and operations; with a tour of the Claremont Facility in Coalinga as well as the Have a Heart dispensary in downtown Coalinga; 11) ReLeaf Tree Planting; 12) 2020 Census update; 13) Kings County Community Development Agency to discuss a partnership for S82 funding which is meant to provide funds to streamline permitting in support of housing development. We are hoping to use the funds for electronic permitting systems and other measures to support the regional planning process; and 14) Express Pharmacy is now open in the former Tomer Drug building as of Wednesday 9/18. Hours (subject to change) will be Mon-Fri 9 to 6 pm and will be closed on weekends. 2) Avenal Police Department Activity Report: Rusty Stivers, Chief of Police. Rusty Stivers, Chief of Police, reported the following: 1) DUI arrest; 2) National Night Out; 3) Senior Officer Oliver conducted follow up investigation of thousands of gallons of diesel fuel stolen; 4) Investigate traffic collisions; 5) Upcoming Events-Explorers will be in Monterey the week of September 23rd for parking detail for the First Tee Golf Tournament; and, 6) Congratulations to Officer Kayla Smith for receiving our Officer of the Year Award. Consider Entering into Agreement with Avakian Hardwood Restoration for Restoration of Pegasus Ball Room Hardwood Flooring for Avenal Theater & Event Center. Joint Meeting City Council/Successor Agency September 26, 2019 Page 3 of 4 Humberto Bermudez, Avenal Theater & Event Center Coordinator, reported an update on the restoration of wood floors Bona's Sport line products is used almost exclusively by NBA courts and are officially partnered with the Boston Celtics. Durability testing across 12 different finishes show that durability of oil vs. water is largely dependent on the quality of the water-based finish. According to Larry Stephen, a product representative from Bona, Super Sport HD is a two-part system like an epoxy which allows further strength over traditional polyurethanes. Specifically, improved durability compared to over- the-counter finishes such as Woodline Poly and Traffic HD. RESOLUTION 2019-50: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AVENAL AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH AVAKIAN HARDWOOD RESTORATIONS TO RESTORE PEGASUS BALL ROOM HARDWOOD FLOORING AT THE AVENAL THEATER & EVENT CENTER. NEW BUSINESS: A. Consider New Copy Machine(s) Lease Agreement: Dawn Perkins, Director - Administrative Services, stated in May 2020, the lease for the copiers at City Hall and Avenal Police Department will expire and there is a need for an additional copier at City Hall downstairs as the volume of copies have increased with the Community Development and Theater & Event Center. Also, the time that is needed to print large documents ties up the copier for other uses. Staff has received seven quotes for copiers from WIZIX Technology Group (formerly Stanton Office Machine Company, our current vendor), California Business Machines, Dataflow Business Systems, CA Reding Company, Image Source, Ray Morgan and Select Business Systems. Three vendors would save the City money each month for three (3) copiers vs. the current lease of two copiers. Reding for the lease of three copiers; two at City Hall and one at the Police Department, at a cost not to exceed $511.11, including tax, per month for 60 months. REDING FOR THE REPLACEMENT/ADDITION OF THE COPIERS AT CITY HALL AND AVENAL POLICE DEPARTMENT. A motion was made by Councilman Harvick, seconded by Councilman Preciado and carried. Consider Out-of-State Travel for Two (2) Investigators to Reno in November: Chief Stivers reported , that the annual California Narcotics \ Officers Association (CNOA) annual conference will be held from November 22 - 26, 2019 in Reno, Nevada. Kings County Major Crimes Investigator Jose Garcia and one other officer (to be announced after internal testing) would greatly benefit from the training opportunities. The information presented at this conference is directly related to their current or future assignment. Since the first day of the conference is not applicable to their assignment, APD personnel would travel on November 23, 2019 and return on November 26, 2019. The following are estimated travel costs associated with the training: Lodging: $800.00 (3 nights) Registration: $1,200.00 Per Diem $300.00 Staff recommends that the Avenal City Council approve the request for out of state travel to the 2019 CNOA Conference in Reno, Nevada for Investigator Jose Garcia and an investigator to be named later. A motion was made by Councilman Harvick to approved request for out of state travel request to the 2019 CNOA Conference in Reno, Nevada for Investigator Jose Garcia and an investigator to, seconded by Councilman Preciado and carried. CORRESPONDENCE/ANNOUNCEMENTS/CLOSING COMMENTS: Councilman Preciado reported the following: 1) he attended Air Quality Control Governing Board meeting and they are moving forward with AB617; and, 2) he received a request to move 750,000-gallons treated water from State Prison that need to be disposed due to construction/maintenance. It seems like an impossible task to move 750,000-gallons treated water to the City of Coalinga Wastewater Treatment Plant and could affect City of Avenal. Councilman Hernandez reported the following: 1) Thanking Melissa, for arranging the transportation for the seniors to Burris Park 25-attended. Mayor Pro Tem Woolley reported the following: 1) Calendar on the City of Avenal website is not filled out and needs to be updated regularly. She looks for events when asked and finds nothing on the calendar. Staff agreed to update website. Melissa Whitten, City Manager, reported the following: 1) We have a rock star (Alvaro Preciado) here who is on a billboard on Hwy 33 and television for the San Joaquin Valley Air Quality District Board; 2) Thanked, Community Development and the Public Works Department. They did a beautiful job with the Fitness Court and it looks nice. Mayor Ovalle reported the following: 1) he took a picture with big snake; 2) attended Lemoore Air Show with the Blue Angels. It was awesome and thanked Mrs. Macarthy for the invitation to the Air Show; and, 3) thanked, Grand Jury for attending. ADJOURNMENT.
