Consider Approving the City Council Meeting “Summer Meeting Schedule”: Melissa Whitten, City Manager, reported that over the past several years, the City Council has been in favor of a "Summer Meeting Schedule" whereby one (1) City Council meeting is held in July and one (1) meeting in August by considering and adopting this type of schedule, it provides a "little break" during the summer months to accommodate time away and/or vacation time for Council and Staff. Consider Second Reading and Adoption of Ordinance No. 2020-03: Ordinance to Amend Avenal Municipal Code 6-4.08 Regarding Water Services, Charges, Billings and Delinquencies in the City of Avenal: Dawn M. Perkins, CPA/Director of Administrative Services, reported that at the May 14, 2020 City Council meeting, by motion and roll call vote, the City Council introduced and waived the first reading of Ordinance 2020-03: Ordinance to Amend Avenal Municipal Code 6-4.08 Regarding Water Services, Charges, Billings and Delinquencies in the City of Avenal. Staff recommends by motion, waive second reading and adopt Ordinance No. 2020-03. ORDINANCE NO. 2020-03: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AVENAL AMENDING TITLE 6 "SANITATION AND HEALTH", CHAPTER 4 "WATER SERVICES", SECTION 6-4.02 THROUGH SECTION 6-4.08 OF THE AVENAL MUNICIPAL CODE IN ORDER TO ADDRESS REQUIREMENTS OF SB 998, "Water Shutoff Protection Act". A. Consider Extending Local Emergency Declared on March 24, 2020: Ms. Whitten stated that on March 24, 2020, the Avenal City Council adopted Resolution No. 2020-14 declaring a Local Emergency due to the existence or threatened existence of a local emergency: COVID-19 pandemic. The declaration is required to be reviewed to consider the following action: 1) reaffirm that a local emergency continues to exist; or, 2) make a finding that a local emergency no longer exists. Due to the fact COVID 19 continues to spread. Staff is recommending that the City Council consider the following action by motion: "Approve and support the ongoing local emergency Resolution, and specifically, move that prior to the expiration of the 21st day, the emergency Resolution be renewed for an additional 21days after the conclusion of the 21days, unless a Councilmember or member of the public request that the Council convene to consider the ongoing emergency Resolution, at which time a special meeting would be scheduled". Joint Meeting City Council/Successor Agency June 11, 2020 Page 4 of 6 A motion was made by Councilman Preciado to approve as recommended by City Manager, seconded by Councilman Hernandez and carried. Consider Resolutions Requesting County Clerk to Render Services for Municipal Elections – November 3, 2020: Ms. Ortiz stated that in accordance with the California Election Code, November 3, 2020 is the date set for the Consolidated Municipal Election. As in the past, the City of Avenal requests that the County Clerk Recorder render specific services to the City of Avenal relating to the conducting of Municipal Election's and reimburse the County of Kings in full for services provided by the County. Staff recommends approving two (2) Resolutions, permitting the County Clerk of the County of Kings to render services to the City of Avenal. After a brief discussion, the following action was taken. RESOLUTION NO. 2020-23: RESOLUTION CALLING GENERAL DISTRICT ELECTION (§10509 ELECTIONS CODE). A motion was made by Mayor Pro Tem Woolley seconded by Councilman Preciado and carried RESOLUTION NO. 2020-24: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AVENAL REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF KINGS TO PERMIT THE COUNTY CLERK OF THE COUNTY OF KINGS TO RENDER SPECIFIED SERVICES TO THE CITY OF AVENAL RELATING TO THE CONDUCTING OF THE MUNICIPAL ELECTION TO BE HELD IN THE CITY OF AVENAL, NOVEMBER 3, 2020, AND APPROPRIATING FUNDS TO PAY FOR SAID SERVICES. Consider Juvenile Service Officer (JSO) Contract for FY 2020/2021: Chief Stivers reported that the City of Avenal currently funds 50% of an Avenal Police Officer who is assigned as the Juvenile Services Officer (JSO) for the Reef-Sunset School District. It is in the best interest of the City of Avenal and the Reef-Sunset School District to continue in this contractual arrangement. The JSO position is critical to the law enforcement success of the City of Avenal. The partnership that is in place with the Reef-Sunset School District allows for a proactive law enforcement presence on campus . Students interact with the JSO who make contacts in a positive setting which will enhance the safety of the students of the school district. This type of mentorship allows provides our youth with the opportunity to succeed. The proposed Juvenile Services Officer contract will run from July 1, 2020 to June 30, 2021. Please refer to attached agreement for specifics. The Juvenile Services Officer is a Police Officer position that compensation with Joint Meeting City Council/Successor Agency June 11, 2020 Page 5 of 6 benefits is $111,326.88. The Reef Sunset Unified School District's share of cost will be $55,663.44 while the City's share of cost will be $55,663.44 which will be paid from 10.12500.501. After a brief discussion, the following action was taken. RESOLUTION NO. 2020-25: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AVENAL AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH REEF-SUNSET UNIFIED SCHOOL DISTRICT (RSUSD) AND THE AVENAL POLICE DEPARTMENT FOR A JUVENILE SERVICES OFFICER (JSO) POSITION FOR FY 2020/2021. Consider Avenal Police Department Purchase of New Speed Awareness Monitor and Message Center Trailer: Assistant Chief LaBlue reported that the Avenal Police Department currently has a digital speed trailer that is set up to capture speed only and existing unit is approximately twenty years old. The digital readout no longer functions correctly, the solar panel is broken, and the computer program is difficult to use because of the age of the unit, it can no longer be repaired. Staff is requesting to purchase two speed awareness and message center trailers. These trailers capture speed from both directions. The display can be setup to show current speed. In addition, it can be set to activate a set of red and blue led lights if someone exceeds the maximum set speed limit. The Mendota Police Department recently purchased two of these units and has had great success in reducing speed through their city. The Mendota Police Department purchased and recommends the Stalker Radar MC 360 Message Trailer. See attachment A. This unit has functions that no other supplier offers, such as the flashing red/blue led lights and the capability to capture speed data from both directions. In addition, these units come in at a significantly cheaper price than the Transsupply Message Board Trailer (see attachment B) or the Fleet Safety Wanco Full-Matrix Message Trailer (see attachment C). The quotes for two trailers delivered are as follows: Stalker Radar MC360 Message Trailer $32,504.80 Transsupply Message Board Trailer $34,490.00 Fleet Safety Wanco Full-Matrix Message Trailer $41,488.00 The total amount for both trailers is $32,504.80 with tax and fees. The amount of $8,921.96 will be expended from budget number 10-12500, account number 655.18 (Supplemental Law Enforcement Services account-FY 17/18 fund) and have no impact to the general fund. To comply with the Government Code, these funds need to be expended by June 30, 2020. The remainder of the funds of $23,582.84 will be drawn from budget number 10-12500, account number 655.19 (Supplemental Law Enforcement Services account-FY 18/19 fund) and have no impact to the general fund. To comply with the Government Code, these funds need to be expended by June 30, 2021. Staff recommends approval of Stalker Radar MC360 Message Trailer in the amount not to exceed $32,504.80. ABSTAIN: None CLOSING COMMENTS: Councilman Hernandez reported the following: 1) Monthly – food distribution and thanked Staff for helping; and, 2) recognized “the Class of 2020” wishing them the best in their future endeavors and don’t forget Avenal and come back to make it great. Also, a preview video of Class of 2020 Parade. This video will be posted on Rotary website and Facebook for all to view. Councilman Ramirez reported the following: 1) Congratulated “the Class of 2020” wishing them the best in their future endeavors; and, 2) He encourages Staff to revisit places of businesses and encourage face masks due to COVID-19. Councilman Preciado reported the following: 1) Congratulated “the Class of 2020”; 2) San Joaquin Air District Board meeting would be Thursday; and, 3) he thanked the Avenal Police Department, Avenal School Board and all who helped with the Class of 2020. Mayor Pro Tem Woolley reported the following: 1) Congratulated “the Class of 2020”; 2) Recognized the children that are promoting form the Middle School to Avenal High School; and 3) Also, be safe and be kind to each other. Melissa reported the following: 1) Thanked, Pablo, Rotary, Tony and all involved with the “Class of 2020” parade and video is very nice; 2) Thanked Anthony Lopez and Humberto Bermudez for setting up meeting; and; 3) City Hall lobby is closed, but are taking appointments; and; 3) Staff received a letter from Lou Gravelle that he appreciated the Avenal Police Department. Mayor Ovalle reported the following: 1) Congratulated “the Class of 2020” and great parade. Also, stay strong and remember Avenal; and, 2) Thanked the Community. ADJOURNMENT.
