B. Special Presentations/Reports: 1) None PUBLIC HEARING(s): A. None OLD BUSINESS: A. Consider Extending Local Emergency Declared on March 24, 2020: (Discussion/Action). Antony Lopez, City Manager reported that the Local Emergency continues to exist or threat existence of a local emergency: COVID-19 pandemic. The declaration must be reviewed to consider the following action: 1) reaffirm that a local emergency continues to exist; or, 2) make a finding that a local emergency no longer exists. Staff is recommending that the City Council consider the following action by motion: Approve and support the ongoing local emergency Resolution, and specifically, move to renew the emergency Resolution by thirty (30) days, unless a Councilmember or member of the public request that the Council convene to consider the ongoing emergency Resolution, at which time a special meeting would be scheduled. ABSENT: None. ABSTAIN: None. NEW BUSINESS: A. Consider Approving Applications for Statewide Park Development and Community Revitalization Program Grant Funds: . Mr. Lopez reported that since May 1st, 2019, City Staff has held seven community meetings to seek ideas and feedback for potential projects to the Statewide Park Development and Community Revitalization Program Grant funded by Proposition 68. Since 2019, with the help of over 100 participants throughout these meetings, and design consultation from O’Dell Engineering, a consensus had been reached that the City submit three application for three separate projects. The community and City Staff have worked together on finalizing what specific features and amenities were most requested and feasible for these projects, which are as follows: • Indoor amenities and a park at the new Avenal Community Center (Attachment A). • A new pocket park behind the Avenal Boxing Club like the Neighborhood Park (Attachment B); and • A Splash Pad and other improvements for Rice Park (Attachment C). In 2019, the City was awarded $789,000.00 to fund the new Kids Park behind the Avenal Boxing Club, but the other projects were not awarded. Today for Round Four, March 25, 2021 Pg. 7 Joint Meeting City Council/Successor Agency March 11, 2021 Page 4 of 4 Staff is requesting Council’s adopt the attached resolution which approves the City’s applications for and authorizes the City Manager, or his/her designee, to submit said applications to the Statewide Park Development and Community Revitalization Program Grant program. The resolution also authorizes the City Manager, or his/her designee, to sign all documents related to the grant applications. After a brief, discussion the following action was taken: RESOLUTION 2021-15: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AVENAL APPROVING THE APPLICATIONS FOR STATEWIDE PARK DEVELOPMENT AND COMMUNITY REVITALIZATION PROGRAM GRANT FUNDS. Also, look like will have another event in June. Councilman Hernandez reported the following: 1) thanked, Public Works for helping with food distribution and encouraged the community to get their vaccine. Moses Diaz, City Attorney announced expecting third child. The City Council congratulated him. Lopez From: Russell Stivers, Chief of Police fl'::> Date: March 18, 2021 Re: February 2021 Monthly Report Investigations • Officer Rodrigues made a traffic stop and learned the driver of the vehicle had an outstanding arrest warrant. The driver was also in possession of an illegal weapon and was arrested. The passenger was arrested for being under the influence of methamphetamine and both were transp01ied to the Kings County Jail. Once at the jail, the driver fought with the jail deputies and additional charges were added • With the assistance of the Lemoore Police Depaiiment, an auto theft suspect was arrested and booked at the jail. The victim's vehicle was returned to the owner. • Sergeant Carr investigated a missing person case which was very suspicious. Through his diligent investigation, he was able to the alert the Morro Bay Police Department who made a traffic stop on the missing person. Once the Morro Bay officers and Sergeant Carr determined the person was alright, the person was allowed to leave the traffic stop. • Avenal officers saw a person driving at a high rate of speed and conducted a traffic stop. It turned out that one of the occupants in the vehicle had just been violently assaulted and had injuries to support their claim. During the weeklong investigation, investigators identified two suspects who were involved in the assault. Kings County Major Crimes Task Force investigators were able to arrest both suspects and booked them in the jail. • While in Avenal, Kings County Major Crimes Task Force investigators arrested a Kettleman City resident for being in possession of a loaded AR-15 handgun.
