López, City Manager DATE: December 29, 2021 RE: Consider Extending Local Emergency Declaration (COVID-19) INFORMATION: On March 24, 2020, the Avenal City Council adopted Resolution No. 2020-14 declaring a Local Emergency due to the existence or threatened existence of a local emergency: COVID 19 pandemic. The declaration is required to be reviewed to consider the following action: 1) reaffirm that a local emergency continues to exist; or, 2) make a finding that a local emergency no longer exists. On October 28, 2021, the Avenal City Council adopted Resolution No. 2021-48 to satisfy AB 361 in order to continue Teleconferenced Meetings. AB 361 provides that, if the state of emergency remains active for more than 30 days, a local agency must make the following findings by majority vote every 30 days to continue using the bill’s exemption to the Brown Act teleconferencing rules • The legislative body has reconsidered the circumstances of the emergency; and • Either of the following circumstances exist: The state of emergency continues to directly impact the ability of members to meet safely in person, or State or local officials continue to impose or recommend social distancing measures. At this time, staff is recommending the City Council consider the following action by motion: Approve and support the ongoing local emergency Resolution, and specifically, move to renew the emergency Resolution by sixty (60) days, unless a Councilmember or member of the public request that the Council convene to consider the ongoing emergency Resolution, at which time a special meeting would be scheduled. *Additionally, that the Council find that a state of emergency continues to directly impact the ability of members to meet safely in person, and that State and local officials continue to impose or recommend social distancing measures. *This finding must be made every 30 days. From the League website: The League of California Cities has returned to partial, in-person programming after more than a year of virtual learning and meetings. Scheduled for February 2-4 in Monterey, the City Managers Conference provides city managers and assistant city managers with essential information to help them better run their cities. This years’ conference covers a wide range of topics that will enhance the professional capabilities of city managers and prepare them for a variety of situations — with ample opportunities for peer-to-peer sharing and learning. During the conference, city managers can learn how to work more effectively with city council members, find new programs for unhoused residents, and discover how to create a more diverse workforce. Registration for the full conference starts at $725 for city officials from any Cal Cities member city. The deadline to register is Jan. 21. This year, the City Managers Conference will be held at the Hyatt Regency Monterey, located at 1 Old Golf Course Rd in Monterey, California. Currently there are no vacancies at the Hyatt Regency for the necessary dates. Pricing for the Hyatt with the League of Cities discount would have been $225 per night. Staff made a reservation at the nearest motel to the conference, the Stage Coach Lodge, which did have available rooms at $109 a night, for a total of $248.34 for two nights. RECOMMENDATION: By motion, authorize the request for the City Manager to register for, and travel to, the 2022 City Managers Conference hosted by the League of California Cities in Monterey, CA, February 2-4, 2022.
